Because of exigent circumstances, time does not allow for normal publication in the Federal Register.

PUBLIC fiCTICE NRC STAFF PROPOSES TO AltEllD OPERATiliG L?. CENSE AT WPPSS - UllP-2 The Nuclear Regulatory Commission staff has received an application dated March 13, 1985 from WPPSS for an amendment to the operating license for the WNP-2 located in Benton County, near Richland, Washington.
If approved, the amendment would amend the WNP-2 Technical Specifications by changing the trip setpoints and allowable values for some of the Isolation Actuation Instrumentation in portions of the Reactor Building. In addition the amendment, if approved, will change the delta temperature - high signal to a temperature - high signal for isolation actuation f rom the RHP, Heat Exchanger Area and correct an inconsistency in the quality assurance record retention requirements. The Supply System has requested HRC action on its request by June 20, 1985.
Following an initial review of this application, the staff has made a proposed (preliminary) determination that the requested amendment involves no significant hazards consideration. Under NRC regulations, this means that the proposed amendment does not involve a significant increase in the probability or consequences of an accident, would not create the possibility of a new or
- different kind of accident, or involve a significant reduction in a safety margin.
The Supply System has reviewed this change per 10 CFR 50.92 and determined that it does not:
- 1) Involve a significant increase in'the probability or consequences l
l of an accident previously evaluated because the updited temperature 1
setpoints are based on new analyses that include the effect of actual plant operating temperatures. The new values use the sane l
l

leakage criteria, and do not alter the valve closure times, so accident consequences are not increased; or
- 2) Create the possibility of a new or different kind of accident than previously evaluated because this change introduces no new accident types nor changes any criteria; or
- 3) Involve a significant reduction in a margin of safety because the same criteria for allowable leakage prior to high temperature trip has been used, so the margin of safety has been maintained.
Th e Connaission has determined that due to exigent circumstances, there is no time to publish for public conrnent before issuance of its usual notice in the Federal Register of the proposed action. The exigent circumstances result from the fact that,' while this amendment request was published in the Federal Register on June 4, 1985, insufficient time exists prior to startup to process the amendment in accordance with the normal procedures contemplated by 10 CFR 50.91(a)(2). Accordingly, the Supply System has requested that this amendment be processed on an exigent basis as contemplated in 10 CFR 50.91(a)(6).

Responsible Branch: LB#2 Project Manager: J. Bradfute Due Date: June 19, 1985 Review Status: Complete By a letter dated April 19, 1985, the Washington Public Power Supply System proposed certain changes to section 4.6.1.7 of the Technical Specifications for WNP-2.
The proposed changes were necessitated due to a design change of the drywell cooling system (a non-safety system) that was implemented during the last outage. This change provided an improved air flow pattern resulting in reduced temperature gradients in the drywell.
Specifically, the licensee requested a change to Surveillance Requirement 4.6.1.7 which identified the thermocouple locations used to determine the drywell average air temperature.
The proposed TS change in Surveillance Requirement 4.6.1.7 changes the elevation and azimuth location of the thermocouples as originally specified to inlet locations of the air coolers.
To improve the temperature profile in the drywell, the licensee modified the air flow patterns of the drywell unit coolers. This was accomplished by ducting the hot air in the annulus region, between the reactor pressure vessel and the sacrificial shield wall, through the unit coolers located in the lower portion of the drywell, rather than the upper portion in the original design.
Had the licensee used the same thermocouples specified in Surveillance Requirement 4.6.1.7, the resulting drywell average temperature would be greater than the expected drywell average temperature due to the impingement of the annulus hot air on the thermocouples.

Novak Therefore, the licensee proposed thermocouple locations at the inlet of the unit coolers where the inlet air temperature would be more representative for determining the drywell average temperature. The licensee indicated that the temperature readings from the new thermocouple locations are neither influenced by the annulus hot air or the drywell unit cooler discharged air and, therefore, will yield more correct values for computing the bulk average drywell air temperature.
Based on our assessment of tne proposed technical specification change, we recommend its approval since the original intent of the LCO is being maintained.
