NRC INSPECTION REPORT 50-397/99-301
Dear Mr. Parrish:
This refers to the inspection conducted on March 8 to 11, 1999, at the Washington Nuclear Project-2 facility. The enclosed report presents the results of this inspection.
The inspection included an evaluation of 1 applicant for a reactor operator license and 10 applicants for senior operator licenses.
We determined that all 11 of the applicants satisfied the requirements of 10 CFR Part 55 and the appropriate licenses have been issued.
The examination, as submitted, was adequate for administration.
Recommended changes included enhancement suggestions and replacement of test items, which repeated knowledge areas from your certification examination.
During the preparatory week and the examination, we identified a generic weakness in operator monitoring of key parameters.
Similar operator human performance weaknesses have been identified in previous inspections. 't is our understanding that your staff has initiated corrective actions to these issues and we will review those actions in a future inspection.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its enclosure willbe placed in the NRC Public Document Room (PDR).
