Reason for Change Review of the past performa'nce' data of Surveillance Instruction (SI) 28,

" Containment Air Return Fans," has shown that-the amperage window of 28 7.5 amperes'is too low. Amperage values obtained have consistently remained on'the-upper end of the allowed tolerance.value and thereby indicate the need for an increase in the base amperage value. -This surveillance amperage value should be increased to a value of 32 7.5 amperes to establish-a new data baseline that will be used to verify the motor operability.'of the:

CARFs.

Justification for Change As stated in section 6.6 of the Final Safety Analysis Report (FSAR), the primary ~ purpose'of the air return fan system (ARFS) is to enhance the ice condenser and containment spray heat removal operation by circulating air from the- upper compartment to the lower cc.npartment, through'the ice. condenser, and then back to the upper compartment. The secondary purpose of the ARFS is.to limit hydrogen concentration in potentially stagnant regions'by ensuring a flow of air from these regions.

'There are'two 100-percent-capacity air return fans provided. Thus,'if one fan thould fail, the other will provide the necessary flow from the upper to lower

ompartment. Each fan will remove air at'the rate of 40,000 cubic feet per minute (cfm) from the upper compartment through a main duct to an accumulator room of the lower compartment. The discharged air will flow from each accumulator room through the annular equipment areas into the lower compartment. Any steam produced by residual heat will mix with the air and will flow through the lower inlet doors of the ice condenser; the air will continue to flow into the upper compartment through the doors at the top of the ice condenser.

1 Each air return fan is a direct drive, vaneaxial fan located in the lower compartment. A back-draft damper, usually closed, is located upstream of each i deck fan to prevent reverse flow during the initial loss of blowdown. )

SI-28 consists of two parts (A and B) that demonstrate that the CARFs are operable. Part A fulfills SR 4.6.5.6.a.1 and SR 4.6.5.6.a.2 once every ,

92 days on a staggered test basis. Part B fulfills SR 4.6.5.6.b, in addition '

L .to the part A SRs every 18 months. SI-28 involves blocking the respective back-draft damper of the CARF and covering the damper with a tarpaulin. This is done to prevent full-flow conditions and inadvertent opening of the ice condenser doors. Existing plant configuration and design does not allow petiodic full-flow testing to be performed because of the detrimental effects '

that this type of testing would have to the ice contained within the ice condenser. Full-flow testing was performed under TVA's preoperational testing program (Preoperational Test TVA-6 listed in FSAR table 14.1-1).

operating.within their expected range under normal (nonaccident)' conditions.

A~ clamp-on ammeter is'used to record each of the'three-phase power leads at' the' respective 480-volt (V) shutdown board after the fan is started. These

- three current ~ readings are recorded and averaged to obtain the average amperes

- for the respective fan motor. The fan is then stopped; and'the back-drafc damper is uncovered, unblocked,'and verified to operate correctly by checking-the torque value. required to open the damper.- The fan is then placed ini standby position, provided the. test data obtained meets th2 technical specification SRs.

l A' copy of the witness test report for the SQN CARFs provided'to IVA by Joy l Manufacturing Company (Report No. X-502 dated August 28. 1975)- is included as attachment 1. Fan _ performance curves show that the full-flow performance of the SQN CARFs does not vary significantly from that at minimum flow with respect to the horsepower delivered by the motor. This is typical'of axial flow performance curves that show that, at 100-percent free delivery capacity.

(i.e., full-flow), the horsepower delivered by the motor (ergo motor amperes) j is nearly the same as that at minimum flow.

The CARF motors are rated 460-V ac and 58 amperes (full load). A review of-various performances of SI-28 data shows that the ampere average for the-CARF motors is'approximately 31.6 amperes (data average through 1985) and approximately 33.5 amperes (post-1985 data average). This data is shown in I attachment 2. Also, a review of TVA's preoperational test data from the TVA-6 test package on the CARFs ranges from 33.33 amperes up to 40.3 average amperes.

for the three phases. This preoperational test d'ta was representative of a-full-flow test. The SR amperage values obtained __ only test values and do

. not affect calculations that are associated with the system's safety analysis. These amperage values are lower than the design rating of the CARF motors because these ' tests were performed under normal environmental conditions. Therefore, the containment air was at different. conditions than would be under postulated accident conditions; and the current values obtained would be expected to be lower under a non-accident-type environment. The surveillance data (i.e., SI-28) indicates that the base amperage value of 28 is too low. Because the amperage values have consistently remained on the upper end of the emperage window, it is an indication that the base value of 28 amperes should be increased. It should be noted that the base amperage value of 28 amperes was determined prior to licensing by performance of a single test. Documr.ntation for the test conditions is no longer available.

The proposed base amperage value of 32 amperes was determined from surveillance data obtained during operating conditions. This increase does not affect the system's operation or function, but merely allows the establishment of a better base current value to verify CARF operability.

It should also be noted that the tolerance value of 17.5 amperes is to remain the same. This will actually represent a decrease in the percent allowable tolerance with respect to base current value of 27 percent to 23 percent and will thereby result in a more stringent tolerance band. This tolerance is being maintained to allow for voltage fluctuations at the boards. This i

fluctuation in voltage is a result of loading changes associated with the '

reppective boards. These variations in board voltage affect the respective SI amperage readings. Therefore, an amperage window of 32 175 amperes would be a more realistic baseline to verify CARF operability.

Environmental Impact Evaluation The proposed change request does not involve an unreviewed environment 1

question because operation of SQN units 1 and 2'in accordance with.this~ change would not:

1. . Result in an increase in any adverse environmental impact previously evaluated in the " Final Environment Statement Related to the Operation of Sequoyah Nuclear Plant, Units 1 and 2," dated July 1974.
2. Result in any change in effluents or power levels.
3. Result in matters not previously reviewed in the licensing basis for SQN l that may have a significant environmental impact. -1 b

determined that it does not represent a significant' hazards consideration based on criteria established in'10-CFR 50.92(c). Operation of SQN.in accordance with the proposed amendment will not:

(1) Involve a significant increase in the probability or consequences of an accident previously evaluated. 'As stated in the SQN FSAR, section 6.6.1, the primary purpose of the ARFS is to enhance the ice condenser and containment spray heat removal operatio9 by circulating air from.the upper compartment to the lower compartment, through.the ice condenser, and'then-back to the upper compartment. The secondary purpose of the system is to limit hydrogen concentration in potentially stagnant regions by ensuring a flow of air to these regions. Therefore, increasing the base amperage from 28 to 32 amperes will not affect the system's function as previously evaluated. This change will enhance the ability to verify.

Therefore, the proposed change does not create the possibility of a new or different kind of accident from any previously analyzed because the system's operation and function are not affected by the change.

(3) Involve a significant reduction in a margin of safety. This change will not involve a significant reduction in safety margin of the CARF system.

The amperage window is solely used to verify CARF motor operability and to allow for variations in board voltage due to changes in board loading. Neither system operation nor function will be affected by this change because it only establishes a more realistic data baseline for motor reliability. Therefore, no reduction in a margin of safety is involved by the proposed change because the system's operation and function are not affected by the change.
