On December 12, 1986, Dennis W. SCHAEFER, Physical Security Specialist, i Region V, advised the writer the badge office at he f Nuclear Generating Station (SONGS) has no badge record fo On December 16, 1986, the writer provided Vernon E. NIVENS, Security Supervisor, Corporate Offices, Southern California Edison (SCE), all the concerns and comments of the alleger. He directed that persor.s like the alleger call their office to furnish drug infonnation. NIVENS comented that without specifics such as the names of dealers and users of controlled substances, they could not take any action on the alleger's concerns. He advised that SCE had recently decided to star,t doing unannounced urine drug
\ testing, but this has been stopped by a court order requested by one of the
\ labor unions.

Allegation Number RV-34-A-092 On August 20,1964, .an anonymous male -
~(alleger) telephonically contacted NRC Region V with information pertaining to alleged onsite use of controlled substances at San Onofre Nuclear Generating Station (SONGS). The alleger indicated that while employed at SONGS for Bartlett Nuclear (a health physics contractor), he acquired information that Bartlett employees were bringing drugs and alcohol into the protected area inside containers Irbeled as "Eadwaste Sample - Sewer Sample" and that Security Officers never opened these sample containers. The alleger also reported that specifically named site employees would frequently consume alcohol during lunch breaks and were then unfit for duty at SONGS. - The alleger also indicated that be had previously reported this same information to SONGS management officials.
On August 29, 1984, the NRC orally referred this matter to the FBI, San Diego California. INOTE: The FBI has criminal investigative jurisdiction at SONGS since the site is located on Federal property.) On December 28, 1984, the Region V Field Office, Office of Investigations, forwarded a Report of Inquiry to the FBI, San Diego California. Since that time, Region V withheld conducting any special inspections into these allegations so as not to interfere with the FBI's investigative efforts.
On February 12, 1985, the FBI forwarded this matter to the Department of Justice, Drug Enforcement Agency (DEA) fer their review and appropriate action.
During this inspection, the inspector discussed this matter with members of SONGS management and was provided a copy of their completed investigation and corrective actions. Their investigation appeared to be thorough and-adequate. As a result of these efforts, several administrative changes cere completed to include a reorganization of the N

On April 15 and 16,1985, the~ (security) inspector was assisted by a i- Region.V,' Health Physics Inspector in an effort to evaluate the potential for introducing contraband into the protected area. The controls in place to prevent and deter contraband from being introduced into the
- protected area were examined.' It was noted through discussion with security officers that all containers and packages were being processed through either the X-ray machine or were being' thoroughly inspected at the hold-down area prior to entering the protected area. This continued procedure would detect and deter ettempts to introduce, contraband into the protected area. The inspector's were unable to substantiate the introduction of any controlled substance into the protected area. For additional information, see Inspection Report Nos. 50-206/85-10, 50-361/85-10 and 50-362/85-09.
The inspector discussed this matter with the supervisor of the Department of Justice's Narcotics Task Force (NTF) in Oceanside, California. Based upon his review of the actions ' completed by SONGS management officials in December 1984, and the length of time elapsed since originally referred
- by NRC to the FBI, the NTF Supervisor declined to initiate any further investigation. The NTF Supervisor is willing to provide responsive investigative support to SONGS when requested. In this regard, the inspector insured that the NTF Supervisor and the Manager, Site Security at SONGS knew how to contact each other.

In response to your concerns about employees bringing in and substituting urine samples during the drug screening process, we reviewed current practices and procedures to ensure that all appropriate controls are in place. The technicians who perform sample collection were alerted to the allegations made and reminded of previous direction to report any suspicious containers found in the facility. Such containers have been found in the past and do indicate that substitution is attempted by some workers. However, we routinely refuse to accept specimens which are not within the required temperature range at the time they are submitted. The acceptable specimen temperature parameters were again reviewed and found to be effective in detecting urine carried outside the body.
You suggested we consider implementing randcm testing as a means to prevent these substitutions. As you probably know, since the time you submitted this suggestion we changed our method of scheduling our annual red badge renewal drug tests to unannounced testing during the year. Unfortunately, the unannounced scheduling process was suspended pending a court hearing as a result of an injunction issued against the program.

Without identifying the source, Fluor management was made aware of the drug / fitness allegations and the alleged lack of awareness by supervision. The Drug and Alcohoi Policy at San Onof e was again reviewed with Fluor management with encouragement to again discuss the topic with their supervisors. Fluor gave assurances that they would be alert to these potential problems in the fu.ture.
