1450 MARIA LANE. SUITE 210 WALNUT CREEK. CALIFORNIA 945M FEB 9 1987 MEMORANDUM FOR: File, Allegation RV-86-A-0085
.FROM:
James L. Montgomery, Chief Nuclear Materials Safety and Safeguards Sranch TELEPHONE CONVERSATION WITH ALLEGER
SUBJECT:
On February 4,1987, I telephone #
who had coninunicated an e c encies a SONGS, on October 23, 1986.
allegation involving drug screenin The alleger was referred to the licensee's Substance Abuse Administrator (SAA) by P. Johnson of NRC Region V, to obtain urther information regarding the SONGS drug screening program, t with the SONGS SAA and later received a letter from her des ibing the meeting (see copy in allegation file).
The purpose of my call t as to confirm that he had received the SONGS letter and to dete ne ineeting and letter were sufficient to allay his concerns. He believes that despite the precautions to insure sample validity, there continues to be sample switching and that a drug free work place at SONGS is far from reality. He expressed his disappointment crer the court decision to uphold a temporary injunction suspending the licensee's program of conducting unannounced testing throughout the year. He also believes that if SONGS posted notices of their intent to conduct unannounced testing, employees using drugs would be significantly reduced, gain stated he may discuss his concerns with Senator Pete Wilson (see P.
o nson's October 23, 1986 memorandum). He would not go to Senator Wilson because of any complaints against the NRC. He feels our efforts in this allegation have been helpful and supportive of his concerns.
Rather, he would go to Senator Wilson to express his views on drug sampling and testing needs at all nuclear power plants in the United States.
I hffered to "go undercover" and serve as an " operative" for either the ce ee or NRC to help with insuring a drug free environment at SONGS.
Dif he felt we could expend any further efforts to address I asked.
his concerns. He said no, thanked me for our efforts and asked that I send him a letter sum.arizing our telephone conversation.
