telephone conversation of February 4,1987.

I called you to discuss your concerns regarding the drug screening program at the San Onofre Nuclear Generating Station (SONGS) which you first called to our attention on October 23, 1986. Since that date you have been in contact with the Southern California Edison (SCE) Substance Abuse Program Administrator and received a letter from SCE dated January 20, 1987, which further described the utility's drug screening program and addressed your concerns about urine sample switching and use of illegal drugs by contractor personnel.

During our February 4th conversation you expressed the following specific two

. concerns:

1.

The SCE plan to perform unannounced urine sampling and testing throughout the year is good, and should be effective in significantly reducing the incidence of illegal drug use. The legal dispute temporarily prohibiting unannounced testing should be settled in favor of SCE as soon as possible.

2.

SCE should post notices at SONGS informing employees and contractors of the intent to perform unannounced drug testing.

We appreciate your informing us of your concerns. We feel that our actions in this matter have been responsive to those concerns; however, should you have further q'vestions regarding this matter, please feel free to contact me.

Please be assured that we will continue to perform inspections to ensure that fitness for duty procedures are properly followed at nuclear power plants to protect the health and safety of the public.
