U.S Department of Homeland Security One Independence Mall, Sixth Floor 615 Chestnut Street Philadelphia, PA 19106-4404 November 10, 2020 MEMORANDUM FOR: Craig Fiore, Acting Chief Radiological Emergency Preparedness Branch Technological Hazards Division National Preparedness Directorate U.S. Department of Homeland Security-FEMA FROM: Thomas Scardino RAC Chair THOMAS A Digitally signed by THOMAS A SCARDINO FEMA Region 3 SCARDINO Date: 2020.11.10 15:42:04 -05'00'

SUBJECT:

Preliminary Capabilities Assessment - Beaver Valley Power Station

Background:

In our May 18, 2020 Memorandum it was concluded that based on the Preliminary Capabilities Assessment (PCA) performed, our review of available information gathered in discussions with State and local government agencies, Region 3 has concluded that offsite radiological emergency preparedness remains adequate to provide a Reasonable Assurance determination and that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency at the above listed Nuclear Power Plant.

Subsequently, weekly updates from the states in Region 3 reaffirmed our assessment.

The Beaver Valley Plume exercise is scheduled to take place on November 10, 2020. In the week leading up to the exercise the State of West Virginia and Beaver County (risk county) reported that due to an uptick in COVID-19 cases they would withdraw from participating in the exercise out of an abundance of caution. A follow-up PCA was conducted telephonically with the State of West Virginia and Commonwealth of Pennsylvania. As of November 10, 2020, FEMA Region 3 has concluded that offsite radiological emergency preparedness (EP) remains adequate to provide Reasonable Assurance and that appropriate measures can be taken to protect the health and safety of the public in a radiological emergency at the Beaver Valley Power Station.

The Beaver Valley Biennial Plume Exercise will continue as scheduled with Hancock County, WV and Columbiana County, OH participating. The remaining jurisdictions, the State of West Virginia and Beaver County, PA will be evaluated at a date TBD within the 35-month window permitted for demonstration.
