Dear Ms. Brock:

The Beaver Valley Plume exercise is scheduled to take place on November 10, 2020. In the week leading up to the exercise the State of West Virginia and Beaver County (risk county) reported that due to an uptick in COVID-19 cases they would withdraw from participating in the exercise out of an abundance of caution. On November 10, 2020, the Federal Emergency Management Agency (FEMA)

Region III completed its PCA telephonically of the State of West Virginia and Commonwealth of Pennsylvania. The Assessment included the examination of the local offsite response organizations, to include but not limited to, communication capabilities, Emergency Operations Center, in order to assess their continued capability to adequately respond to an incident at the plant.

Based on the PCA performed and our review of available information gathered in discussions with the Offsite Response Organizations (OROs), FEMA concludes that offsite radiological emergency preparedness (EP) remains adequate to provide Reasonable Assurance and that appropriate measures can be taken to protect the health and safety of the public in a radiological emergency at the Beaver Valley Power Station. At this time, FEMA is not initiating actions to conduct a Disaster Initiated Review (DIR) of the nuclear stations 10-mile EPZs.

The Beaver Valley Biennial Plume Exercise will continue as scheduled with Hancock County, WV and Columbiana County, OH participating. The remaining jurisdictions, the State of West Virginia and Beaver County, PA will be evaluated at a date TBD within the 35-month window permitted for demonstration.
