SAFETY EVALUATION REPORT: AMENDMENT REQUEST DATED MARCH 12,1999, CHANGES OF MAILING ADDRESSES BACKGROUND By apolication dated March 12,1999, which supersedes a previous submittai dated February 23,1999, CE requested to change the mailing addresses of the Corporate Offices and of the fuel facility. CE indicates that the requested changes are for the mailing address and there will be no change in the physical location of the fuel facility or Corporate Offices. The staff f has reviewed CE's proposed changes and determined that these changes are administrative in nature; therefore, CE's request is acceptable.

ENVIRONMENTAL REVIEW These changes are considered administrative in nature. The staff has determined that the I proposed changes do not adversely affect public health and safety or the environment and are categorically excluded from the requirements to prepare a site-specific environmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this action.

I CONCLUSION The NRC staff has reviewod the proposed amendment and has determined that the proposed changes area administrative in nature and will have no adverse effect on the public health and safety or the environment. Approval of the application is recommended.

The Region til inspection staff has no objection to this proposed amendment.
