SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION I DATED MARCH 30, 1987, RE UF HANDLING PROCEDURES 6

Background

In response to Department of Energy (DOE) concerns about the potential hazards uf filling UF cylinders g containing hydrocarbons, NMSS requested licensees to i assess their UF6 cylinder handling procedures to prevent or detect'the i introduction of hydrocarbons into UF g cylinders. Following the assessment, the licensees were requested to present the assessment in the form of a license amendment application. The subject application is in response to the NMSS letter of March 2, 1987.

Discussion CE proposed controls on maintenance, cleaning, and certification of UF6 cylinders which are in accordance with ANSI N14.1. UF6 conversion and cold trap systems are designed and will be maintained to prevent the introduction of hydrocarbons into systems where contact with UF 6 is possible. Full UF6 cylinders will be sealed during transport and storage. I CE did not propose controls on the shipment of UF cylinders which contain heels.

In addition to the controls in Section I of the enclosure to the letter I dated March 30, 1987, UF cylinders which are in transport and containing 1 UF heels shall be eitheh sealed, in sealed overpacks, or in sealed vehicles. j 6

The staff concludes that, subject to the proposed license condition identified above, the proposed controls provide reasonable assurance that hydrocarbons.will not contact UF6 process equipment or transport containers. Approval.of the 4 application is recommended. ]
