SAFEGUARDS EVALUATION REPORT: SUBMITTAL DATED FEBRUARY 25, 1999 - REVISION TO FUNDAMENTAL NUCLEAR MATERIAL CONTROL PLAN SACKGROUND By cover letter dated February 25,1999, Combustion Engineering (CE) submitted changes to the three sections 3,4, and 5 of its Fundamental Nuclear Material Control (FNMC) Plan. The revision of the Plan was made to reflect the new Material Control and Accounting (MC&A) organizational changes. This amendment was processed pursuant to the provisions of 10 CFR 70.32(c), as a result of managerial changes that CE has made within the last six months.

DISCUSSION CE provided various minor changes to its FNMC Plan to update the managerial structure and responsibilities with regard to the recent hiring and addition of a key MC&A position. The new Material Control and Accountability Engineer, who reports directly to the Director of Regulatory Affairs, assumes the coordinated MC&A duties and functions that have been previously divided among different individuals within its MC&A organization.

The Plan changes are summarized as follows: 3

- Section 3.3: Description of MC&A key positions, including the new MC&A Engineer position and an updated MC&A organizational chart;

  • Section 4.3: Updated function of MC&A Engineer regarding measurement control activities;
  • Section 5.3: Updated function of MC&A Engineer regarding physical inventory activities.

None of the submitted changes represents a decrease in effectiveness of the overall MC&A program.

ENVIRONMENTAL REVIEW j The staff has determined that the Plan changes involve safeguards plans and material accountability which are categorically excluded from the requirements to prepare a site-specific environmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(12), neither an environmental assessment nor an environmental impact statement is warranted for this action.

,e CONCLDSION .

The staff concludes that approving the licensee's FNMC Plan changes will not reduce the effectivenes's of the licensee's safeguards program. Therefore, existing Safeguards License Condition SG-1.1 is being revised to incorporate the revised FNMC Plan. In addition, two expired temporary license conditions SG-1.7 and 1.8 have been deleted.

The Operations Branch (FCOB) inspection staff has no objection to this proposed action.
