INTRODUCTION This report is the fifth periodic status report on the progress made in implementation of the CSPU plan. The first quarterly progress report was submitted on December 20,1996, the second on March 27,1997, the third on i
l June 27,1997, and the fourth on September 30,1997. Since the milestones for l
the remainder of the program were less frequent, it was agreed that subsequent status reports be submitted semiannually.

ADMINISTRATIVE UPDATE STATUS Status: Plan elements described under this heading are comniete. Progress reports will continue to be submitted semi-annually.

CONFIGURATION CONTROL STATUS 1.
Revise Change Management Process The level of review required and the responsibilities concerning plant change management were to be specified. The required scope ofinput to a change request was to be defined. The various procedures governing change management were to be integrated into a more efficient and harmonious change program. Elements of the task were:

Automate Change Management Process Status:s On Schedule. A number of document management programs were evaluated for use by Central Document Control, and a document management software package has been selected. This software has been evaluated and developed for use in the change management process and is undergoing testing and site wide implementation.

Centralize Document Control l

Document control has been centralized in Building i 10 (the front ofHee building) with continuous improvements undenvay to enhance the quality of records keeping. Additional documentation resulting from the CSPU will be added when generated and approved.

Organization and Responsibilities (Program Document AD-1)
Status: Complete. This document has been approved and issued as Program Document RAAP-121.

LICENSE UPDATE 1.
Revise chapter 4 of SNM-33 Chapter 4 of SNM-33, Nuclear Criticality Safety was revised to incorporate applicable portions of the CSPU. Typographical errors were corrected and license conditions reworded to clarify their meaning. An amended Chapter 4 was submitted to NRC Licensing on April 17,1997.
NRC responded with a request for additional information on November 3, 1997. The additional information, including responses to questions and a further revised version of Chapter 4, was submitted on January 30,1998.
Status: Waiting for NRC response to amendment request. Additional revisions to Chapter 4 may be requested as the CSPU progresses.
IV.
TRAINING Continued training and retraining was provided to operators in the area of Nuclear Criticality Safety. The training included safe movement and storage of material, the requirements of the NRC license, and internal procedures. The program of short, topical criticality safety training on a weekly or biweekly schedule was continued. The training subject is generally chosen from in-plant observation; by regulatory personnel.

ISA: Review and revise as required. An ISA was performed on the new IIF absorber / scrubber system for the oxide conversion l
offgas.

Complete.

Recycle / Recovery During the next phase of the CSPL, Recycle / Recovery is the area of focus.
Status: We are on plan to complete the ISAs as scheduled.
3.
Reevaluation of SIUs l
Reevaluation of SIUs listed in the license has been added to the scope of the CSPU. These evaluations will be performed as associated areas are analyzed or as time is available.
VI.
SUMMARY
Progress this period on the CSPU plan was generally as scheduled. The cri.ticality safety documentation of the conversion process was revised to include the reanalysis and evaluation of the oxide cooler. An electronic j
database was selected, developed and tested to track and control change l
managegient packages. Site wide implementation is in process. Frequent on-shift training of operators continues. As scheduled, the focus has now shifted to the criticality analysis update of the recycle / recovery process.
