SUBJECT:
SAFETY EVALUATION REPORT: APPLICATION DATED JULY 19, 1993, AND SUPPLEMENTS DATED OCTOBER 28, AND DECEMBER 16,1993, ORGANIZATIONAL CHANGES Backaround By amendment application dated July 19, 1993, CE requested approval for organizational changes.
In response to the staff's letter dated September 30, 1993, CE provided supplemental information dated October 28, 1993.
By letter dated December 16, 1993, CE provided additional information.
Discussion The major change proposed by CE is the addition of the Focused Factory Concept of Management.
Three Focused Factories have been defined in the new organization:
Chemical Operations, Ceramic Operations, and Assembly Operations. The Assembly Operations Factory is for the fuel rod and bundle assembly facility. Chemical Operations include oxide conversion and recycle processes.
Ceramic 0;arations include pelletizing processes.
All Focused Factory Managers report directly to the Plant Manager and direct productions in accordance with written procedures.
Each Focused Factory has Process Engineers who focus on process changes unique to each facility.
In CE's new organization, any procedures and plant modification approval requirements, formerly associated with the position of Manager, Engineering, are now handled by the individual Focused Factory Manager. The position of Manager, Engineering, has been deleted.
In the application, the responsibilities and qualification requirements for the three Focused Factories have also been defined.
The proposed changes in the organizational structure meet existing criteria for independence of the safety function from the production function.
Other safety-related changes include:
1.
Changing the title of Shift Supervisor to Production Supervisor.
The Production Supervisor in each Focused Factory directly reports to the appropriate Focused Factory Manager. The' change is administrative and has no effect on the operation of the facility.
2.
Upgrading the experience requirements for the Nuclear Criticality Specialist to include 6 months of fuel manufacturing experience.
The change is considered to be an improvement and should strengthen the program.

Changing the title of the Manager, Nuclear Licensing, Safety and Accountability to Manager, Regulatory Compliance and reducing the years of experience from 5 to 4 years for the position of Manager, Regulatory Compliance. The staff has determined that the 1-year reduction.in experience should not impact safety.
Cateaorical Exclusion Since these changes are organizational, the staff has determined that the proposed changes do not adversely affect the public health and safety or the
- environment. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an a
environmental assessment nor an' environmental impact statement is warranted for this action.
Conclusion / Recommendation The staff recommends approval of the amendment application.
The Region III. staff has no objection to this licensing action.
