INTRODUCTION This report is the sixth periodic status report on the progress made in implementation of the CSPU plan. The first quarterly progress report was submitted on December 20,1996, the second on March 27,1997, the third on June 27,1997, the fourth on September 30,1997, and the fifth on March 31, 1998. Since the milestones for the remainder of the program were less frequent, it was agreed that subsequent status reports be submitted semiannually.

ADMINISTRATIVE UPDATE STATUS Status: Plan elements described under this heading are complete. Progress reports will continue to be submitted semi-annually.

CONFIGURATION CONTROL STATUS 4
1.
Revise Change Management Process The level of review required and the responsibilities concerning plant change management were to be specified. The required scope ofinput to a change request was to be defined. The various procedures governing change management were to be integrated into a more efficient and harmonious change program. Elements of the task were:

Automate Change Management Process Status: Complete. A document management program was developed using the general infrastructure of the internal electronic mail system.
Plant specific software was developed for use in the change management process and is currently in use across the site. The combination of the
'l procedure and software provides a standardized method of work flow and authorization control. Although the software has been functional for many rnonths, a system of this type only perfects through continuous enhancement and refinement.

Centralize Document Control -
Document control has been centralized in Building 110 (the front office building) with continuous improvements underway to enhance the quality of records keeping. Additional documentation resulting from the CSPU will be added when generated and approved.
IV.
LICENSE UPDATE 1.
Revise chapter 4 of SNM-33 Chapter 4 of SNM-33, Nuclear Criticality Safety was revised to incorporate applicable portions of the CSPU. Typographical errors were corrected and license conditions reworded to clarify their meaning. An amended Chapter 4 was submitted to NRC Licensing on April 17,1997.
NRC responded with a request for additional information on November 3, 1997. The additional information, including responses to. questions and a further revised version of Chapter 4, was submitted on January 30,1998.
Status: The amendment request was approved by the NRC on July 23, i
1998. Additional revisions to Chapter 4 may be requested as the CSPU i
progresses, V.
TRAINING Continued training and retraining was provided to operators in the area of Nuclear Criticality Safety. The training included safe movement and storage of material, the requirements of the NRC license, and internal procedures. The program of short, topical criticality safety training has continued, however the
- regularity has been reduced from weekly or bi-weekly to an as needed basis.
The training subject is generally chosen from in-plant observations by regulatory personnel.

ANALYSIS UPDATE i

Recycle / Recovery The progress of the update program on the Recycle / Recovery area is behind schedule. Due to unforeseen issues in both the regulatory and business domains, the availability of the required personnel to work on the CSPU was limited during this period of the program.
Additional external resources have been employed to aid in expediting the analytical effort required for the recycle recovery area. ABB Combustion Engineering plans to accelerate the progress of the program over the next -
few months and to be back on schedule with the overall CSPU schedule prior to the next semi-annual progress report.
Status: We are currently behind schedule on the criticality safety program undate for the recycle recovery area.

SUMMARY
Progress this period on the CSPU plan was behind schedule. The criticality safety documentation of the recycle recovery process was initiated and is in progress at this time. An electronic database was selected, developed and tested to track and control change management packages. Site wide implementation is essentially complete. Frequent on-shift training of operators continues. External resources have been employed to aid in returning t'.: CSPU to the existing schedule.
