SAFEGUARDS EVALUATION REPORT: APPLICATION DATED SEPTEMBER 23, 1993, FNMC PLAN REVISIONS Bacturound By application dated September 23, 1993, Combustion Engineering submitted changes to its Fundamental Nuclear Material Control (FNMC) Plan.

In response to the staff's letter dated November 9,1993, CE provided supplemental information dated December 9, 1993. The purpose of the changes was to correct inconsistencies in the licensee's material control and accounting. (MC&A) program that were originally identified during inspections conducted on July 14-17, 1992, and December 7-11, 1992. The inconsistencies were documented as Inspector Follow-up Items (IFI) Nos. 92-201-02, and 92-202-04.

Discussion IFI 92-201-02 revealed some weaknesses in the performance of the licensee's 1991 biennial assessment.

In particular, the assessment was conducted by only one individual. The licensee has incorporated a commitment in the FNMC Plan i

to conduct the assessment with at least two individuals.

IFI 92-202-04 revealed a number of discrepancies between the licensee's FNMC Plan and Procedures 0.S. 404 and 0.S. 407 with respect to the proper actions required when measurement control limits are exceeded. The licensee has modified the FNMC Plan to correct these discrepancies.

Furthermore, the licensee has strengthened its commitment by specifying actions to be taken when the warning limits (outside the.05 level cf significance) are exceeded once, twice, or three times in succession.

Cateaorical Exclusion These changes are considered administrative in nature.

The staff has determined that the proposed changes do not adversely affect the public health and safety or the environment. Therefore, in accordance with 10 CFR 51.22(c)(ll), neither an environmental assessment nor an environmental impact statement is warranted for this action.

Conclusion The staff has concluded that the proposed revisions qualify as changes made pursuant to 10 CFR 70.32(c), i.e., these changes increase the, effectiveness of the licensee's FNMC-Plan.

Furthermore, these changes do not. adversely affect the common defense and security nor the public health and sa ety and are f

otherwise in the public interest.

It is recommended that these FNMC Plan changes be officially incorporated as' a

-condition of the license by revising Safeguards License Condition SG-1.1.
