(Millstone Nuclear Power  : September 11, 1998 Station, Unit No. 3) i NOTICE OF APPEAL The Citizens Regulatory Commission (" CRC") herewith serves upon the United States Nuclear Regulatory Commission its Notice of Appeal of the decision rendered on September 2, 1998 in the above-referenced license amendment proceeding, in accordance with the provisions of 10 C.F.R. $2.714a.

The decision on appeal denies CRC standing to intervene in the license amendment proceeding concerning the following requested ,

license amendment involving an unreviewed safety question:

The proposed revision to the Millstone Unit 3 licensing basis adds a new sump pump subsystem to address groundwater inleakage through the containment basemat.

A brief in support of this appeal accompanies this Notice of Appeal.
