3. NEN HAMPSHIRE CIVIL DE R'ISE AGF11CY DIRECIDR PROCEDURES Ris document provides checklist procedures to be followed in the event of an emergency condition at Seabrook Station. Rese procedures describe actions to be taken according to each of the four' emergency classification levels.

Mare TIVE MUSUAL EVENT

1. Receive notification from State Police Comunications Center or, during off hours, from NHCDA Duty Officer that an UNUSUAL EVDIT has been declared.
2. Ensure that two NHCDA staff have been assigned to implement EOC activation procedure and to mcnitor cocr.:unications.

Bis should be initiated by the Duty Officer during off hours. Assigned staff will call Director upon arriving at '

EOC. _

3. Call Governor's Office to noti fy them of emergency I conditions (271-2121).
4. Stand by to receive follow-up infomation on nature of UNUSUAL EVFlir and prognosis for escalation. .

5. If conditions indicate potential for escalation, direct EOC staff to place IW/ EOF team on stand by.
6. Stand by for notification of temination of emergency or escalation of energency status. Brief Governor's Office as energency status changes.

AIERT

1. Receive notification of ALERT from State Police Comunications Center or, during off hours, from Duty Officer or EOC staff. Receive brief status report en emergency conditions.
2. Confim activacion of NHCDA mergency organization is under-way. Proceed to EOC if not there already. I
3. Notify Governor's Office of AIIRT status (271-2121).
4. Upon arrival at EOC, review staffing levels of NHCDA.

Decemine that EOC Operatiens Officer is present, er that an acting Operations Officer is appointed. Request Operations Officer to prepare a Seabrook Station Status Report (Appendix D) .

5. Ensure that IF0/ EOF team has departed for the IFO. Obtain ETA for IF0/ EOF team from Operations Officer.
6. Verify that the Agency Lialston Officer is present, or that an acting Agency Liaison Officer is appointed. Request Agency Liaison Officer to prepare his portion of the Seabrook Station Status Report (Appendix D, Items 6 and 7) .
7. Verify that the Security & Support Officer is present, or that an acting Security Officer is appointed and the EOC is made secure.
8. Ensure that Comunications Officer is present, or that an acting Cmmunications Officer is appointed. Ask Comunications Officer to prepare Comunications Systems Status Report (Appendix E) .
9. Ensure that Public Infomation Officer has departed for the Media Center at the Newington Town Hall. 8tablish ETA for them.
10. Receive Status Report from Operations Officer.
11. Meet with Operations Officer and DPHS Director, upon his arrival, to review plant status and accident assessment j data, potentially affected areas, consider Protective Action Decision criteria (Appendix F), and determine the likelihood of need for protective actions.
12. When EOF Liaison reports that IF0/ EOF Team is operational, receive updated status reports from the EOF as they become available.
13. If IFO Controller activates Compensatory Plan, notify Operation Officer and ensure implementation of Compensatory procedures.
14. If conditions indicate it is necessary to implenent pre-cautionary actions for sumer beach popalations. Refer to actions specified in Appendix F, and discuss'with EOF Liaison.
15. Prepare and present, together with Operations Officer and DPHS Director, summary report for Governor or his represen-tative (Appendix D) . Determine need for news release.

Obtain concurrence for any precautionary actions. Ensure that Massachusetts is made aware of any precautionary actions to be implemented. Advise Operations Officer to implement necessary actions.

16. Stand by for changes in status. Request updates from Operations Officer, Agency Liaison Officer and EOF Liaison each half hour to an hour. Together with Operations Officer and DPHS, brief Governor's Staff hourly, or as situation changes.

SITE AREA EMERGENCY

1. Receive notification from EOF via NAS (orange phone) and note notification on Initial Notification Fom (Appendix B).
2. Ensure that all EOC staff are aware of change in status.

3. Verify that the Agency Liaison Officer has initiated the SITE AREA EMERGENCY call list.
4. Verify with Operations Officer that notification has been made to Rockingham County Dispatch, Brentwood and the 17 com-munities of the escalated status.
5. Confirm with EOC Operations Officer that public alert / notification has been coordinated and activated.
6. Receive status report from EOF Liaison. Decemine status of protective action recmmendations from EOF.
7. Review the nature of the change in status with the Operations Officer and DPHS Director. Specifically discuss the iminent need for additional public notification and/or protective action. Consult with appropriate support agencies if access control and other protective actions are to be considered.

At a minimum State Police, Pupil Transportation Safety and the EOF Liaison (re local ability to implement evacuation) should be included in discussions of protective action feasibility.

8. If conditions indicate the need for protective actions for sumer beach populations, refer to actions specified in Appendix F, and discuss with EOF Liaison.
9. Prepare (along with Operations Officer and DPHS Director) a

, Seabrook Station Status Report for the Governor. Use form attached as Appendix D.

11. Brief Operations Officer and DPHS Director on results of discussions with Massachusetts.
12. Together with Operations Officer and DPHS Director, brief Governor's Staff on changes in status and two-state actions tentatively agreed upon. Suggest the need or lack of need for protective actions. Obtain Governor's concurrence or his countarmanding directions. Notify MA of any changes in the tentative agreements previously made in Step 6.
13. If Governor concurs with protective action reccmimendations, instruct Operations Officer to implement public alert and

_ notification within 15 minutes of Governor's concurrence.

Instruct EOF Liaison and other State agencies of decisions and their protective action implementation duties.

14. Stand by for changes in status.

GENERAL D4ERGENCY

1. Receive notification of GENERAL EMERGENCY from EOF via ?MS (Orange Phone) and note notification on Initial Notification Form (Appendix B).
2. Ensure that all EOC staff menbers are aware of change in status, and ensure that SITE AREA EMERGENCY procedures have been implemented.
3. Verify with Operations Officer that notification has been made to Rockingham County Dispatch, Brentmod and the 17 comunities of the escalated status.
4. Discuss protective action recomendations and, if

- appropriate, actions specified for sumer beach population (Appendix F) with EOF Liaison.

5. Determine resource capability to implement recomended pro-tective actions through Operations Officer and EOF Liaison.

11. Instruct Operations Officer to implement these actions following approval by the ':overnor. Instruct EOF Liaison and other State agencies of decisions and their protective action implementation duties. Authorize release of addi-tional emergency broadcast messages, and instruct Operations Officer to coordinate and implement protective actions '

according to procedure.

12. Stand by to monitor changes in plant status. Consult with EOF Liaison, Operations Officer and DPHS Director regularly to update protective actions with MA and obtain Governor's approval before implementing. .
13. Participate, as needed, with Governor's Staff in compiling and approval news releases.

NOTE TIME

1. Confirm with IFD, through the EOC Operations Controller, the towns for which the compensatory plan is being impler.iented.
2. Confirm with the EOC Resources Coordinator the disposition of buses and other emergency transportation vehicles at the Rockingham County Sheriff's Department staging area.
3. Upun being advised that transportation resources are available for towns for which compensatory actions are being taken, complete and release the attached ERBS message for transportation assistance.

COMPDSA70RY PIRJ TRANSPORTATION ASSISTANCE MESSAGE A GENERAL EMERGENCY has been declared at the Secbrook Station Nuclear Power Plant. Evacuation has been recocnended for (specify towns):

People in the towns of (specify towns affected by compensatory plan), who need special evacuation assistance, such as wheelchair van or ambulance, should call the following number in Newington, NH: 433-1430.

Other people who do not have transportation of their own and who cannot obtain a ride from a neighbor or a friend can obtain transportation by special buses which are traveling along emergency routes every thirty minutes. The roads ser-viced by the emergency bus routes for these towns are: (refer to attached list of town emergency routes).

ALERT

1. Notify the transportation providers in Tab 2, (Transporta-tion Resource Inventory) of the Alert classification and place on standby.
2. Receive status of towns that require compensatory actions from the EOC Operations Officer.
3. Review Tab 1, (Transportation Requirements Worksheets) for each town requiring compensatory actions and note antici-pated transportation requirements.

SITE AREA EFERGENCY

1. Cmplete actions specified for Alert.
2. Determine from EOC Operations Officer towns requiring compen-satory actions.
3. Review Tab 1, (Transportation Requirements Worksheet), for each affected town.
4. Receive current population figures for each special facility within affected towns from the IED Liaison Officers.
5. Enter current attendance figures under " Current Nmber" on the Transportation Requirements Worksheet for each affected town.
6. Decemine " Actual Needs" for each town by dividing the

" Current Number" by the number indicated on Tab 1.

7. Contact the Rockingham County Sheriff at 1-772-4716, deter-mine status of staging area and advise that buses for the affected towns will be prestaged at the staging area at the Rockingham County Sheriff's Department.
8. Using Tab 2, contact transportation providers and dispatch sufficient buses to meet " Actual Needs" of each affected i town to the Rockingham County Sheriff's department for Prestaging.

9. Establish priorities for dispatching buses from the staging area.

NOTE: THE FOLIDWING ARE STANDARD PRIORITIES FOR ASSIGNING BUSES: TOWNS IN NEAREST PROXIMITY TO THE PIRTP, SCHOOLS AND DAY CARE CENTERS, HOSPITALS, NURSING HOMES AND PEOPLE WITHOUT TRANSPORTATION (BUS ROUTES).

10. Advise Rockingham County Sheriff of priorities for dispatching buses in the event evacuation is recomended.
11. Coordinate actions with staging of ambulances by the EMS EOC Coordinator.

NOTE TIME UNUSUAL EVENT

1. Receive notification from EOC staff if Director, NHCDA, dect-des to place IF0/ EOF team on standby.
2. Remain available for notification to report to IF0/ EOF or of termination of UNUSUAL EVENT.

ALERT

1. Receive notification of ALERT through emergency call out.
2. Depart pranptly for IFO. Coordinate departure and transpor-tation plans with EOF Liaison. Maintain radio contact with EOC Communications Center in transit.
3. On arrival, activate IFO and ensure operation of telephone and other canmunications systen. Direct Incal Liaison Officers to establish connunications with the 17 caumunities

'r and request that future canmunications fran comunities be directed to the IFO.

4. If the Incal Liaison Officers are unable to establish can-munications with any of the municipalities, or if any munici-pality is unable or unwilling to support the emergency response, implenent the Compensatory Procedure, Attachnent 11-A.
5. Exchange information on emergency status with the EOF Liaison.
6. Brief Assistant IFO Controller and Incal Liaison Officers on status of emergency conditions and operations. Direct Assistant IFO Controller to initiate and maintain status boards.
7. Ensure assigment of local liaison team, Assistant IFO Controller, Status Board Keeper and Message Controller.

Ensure that status boards are maintained and updated.

8. Insure that Energency Broadcast receiver is set up (WOKQ) .
9. Assign field techs to assist DPHS monitoring team menberc to operationally check monitoring kits and report status of team kits back to IFO Controller. ,

1. Receive notification via NHCDA call list that an Alert, Site Area or General Emergency has declared at Seabrook Station Nuclear Power Plant.
2. Report to the IFO at Newington Station in Newington.

Coordinatfb departure and transportation plans with EOF Liaison.

3. Upon arrival at the EOF /IFO report to the IFO Controller.
4. Receive briefing on current plant and EPZ status fran IFD Controller.
5. Establish and maintain comunications with the sever. teen local EOC's. Keep them informed of all ECL changes, changes in plant and EPZ status and protective actions. Give your phone number and direct them to contact you to request sup-port assistance, inform of actions and report conditions.

If there is no answer, contact Rockingham County Dispatch for the name and phone number of the person who acknowledged their notification.

6. If you are unable to establish comunications with any of the municipalities or if any municipality is unable or unwilling to support the emergency response, notify the IFD Controller.

If directed by the IFD Controller implement your procedure for activation of the state compensatory plan, Attachment 13-A.

8. Forward messages over all links to and from appropriate destinations. See that IFO Controller is given copies of all incoming messages. Use forms frcm Appendix H.

EMERGENCY RESEONSE PROCEDURES for the Seabrook Station

'Ihis brief doctraent provides checklist procedures to be followed in the event of an emergency condition at the Seabrock Station. 'Ihese procedures are to be impicraented by the senior trooper at the Woop Headquarters in Epping in the event of an accident. Procedures describe actions to be taken according to each of four Fmergency Classification levels, which are outlined in ascending order of severity.

ALERT

1. Faceive notification from State Eblice Communication Center ,

in Concord that an AIERT has been declared at Seabrook Station. Dispatcher notify Woop Commander at once.

2. Verify ALERT status with State Police Communications Center, S Concord by radio or telephone call back (Tel. 1-271-3636 or 1-800-852-3411).
3. Review locations and availability of Woop A staff. tbnitor status of nuclear incident.
4. Troop Commander or his representative report to IF0/ EOF at Ibwington Station, Newington, NH.
5. Terminate ALERT status or escalate to higher emergency action level.

SITE AREA EMERGENCY AND GENERAL EMEP4ENCY

1. Receive notification from State Eblice Communications Center that a SITE AREA EMERGENCY or a GENERAL EMERGENCY has been declared at Seabrook Station. Dispatcher notify Troop Commander at once.
2. Verify SITE AREA EMERGENCY or GENERAL EMERGENCY status with State Police Communications Center, Concord by radio or telephone call back (Tel. 1-271-3636 or 1-800-852-3411) .

3. In a rapidly accelerating emergency which begins at the SITE S AREA DIERGENCY or GENERAL EMERGENCY level ensure that ALERT checklist Steps 3 and 4, above, have been completed (i .e.

review availability of Troop A staff then report to IED/ EOF at Newington Station)

4. If compensatory plan is activated complete the following actions for each of the affected municipalities:
a. Dispatch a state police vehicle to the town to maintain security and to report on local road and traffic con-ditions. Relay these reports to the responsible IFO Local Liaison.

g Await recommendations from NHCDA or State Police Comunications Center, Concord, to activate access control or traffic control.

6. Send available troopers to Emergency Planning Zone Access Control Points in order of priority.

A map of the evacuation routes is attached as Appendix A to these procedures.

7. If requested by the Im Controller,. activate traffic control points.
8. Request required support through State Police Headquarters Cmmunications as needed.
9. Schedule relief, support and delivery of food and information to emergency response force.
10. Review brief description of responsibilities which is attached as Appendix B, time permitting.

At least one trooper and his cruiser is to be assigned to each of these locations, which are shown on the attached map. Upon arriving at the access control point each trooper is to report to the duty supervisor and dispatcher that he has reached his destination and that he is ready for instructions.

The duty supervisor will instruct each trooper to stand by at his location until he is notified by the State Police Coctnunications Center in Concord that access control should be implemented. 'Ihe duty supervisor will relay instruc-tions to implement access control to each of the troopers in the field. At this time each trooper will set up a check point to prevent unauthorized entry to the EPZ. The trooper is to allow entry of:

1. Energency response personnel with reasonable identification. Utility enployees, Federal and State agency employees and employees of the towns within the EPZ should be allowed access.
2. Emergency response vehicles with specific missions and destinations (i.e. buses, ambulances, tow trucks).
3. Residents of the EPZ returning to their homes.
4. Menbers of the press with press credentials.

g Entry of transient and conraercial traffic is to be denied. khen in doubt a decision to allow entry may be checked with the New Hampshire Civil Defense officials in the Incident Field Office at Newington Station.

Time pennitting, the trooper should expedite the flow of traffic leaving the EPZ, but not at the expense of access control functions. If asked for infonnation by the public, troopers should refer then to the EBS network for news and instructions.

APPENDIX B General Descri tion of Troop A Nuclear Emergency Response Duties During an emergency situation Troop A of the New Hampshire State Police assumes a role as part of the State's emergency response organization. The pri-mary responsibility of the Troop is providing control of access to the plume exposure Frergency Planning Zone (EPZ), an area within approximately ten miles of the Seabrook Station. In addition, Troop A may be requested to provide traf-fic control or law enforcement support to towns within the EPZ cn an as-needed basis. The Troop Commander is to respond to these requests for support as he receives them. At the same time he must continue to respcod to his nomal daily law enforcement duties. ,

n. M ERGENCY RESPONSE PROCEDURES

() for the Seabrook Station Nuclear Power Plant This brief document provides checklist procedures to be followed in the event of an emergency condition at Seabrook Station Nuclear Power Plant. These procedures are implemented in the event the Department is contacted by NHCDA to respond to an emergency at the nuclear power plant. The procedures describe action to be taken in response to each of four Emergency Classification levels which are outlined in ascending order of severity.

NOTE TIME UNUSDAL EVE E or ALERT No response required by State Highway Department.

SITE AREA M ERGENCY and G m ERAL M ERG E CY.

1. Receive notification from State EOC that a SITE AREA M ERGENCY or a GMERAL MERGMCY has been declared at Seabrook Station.

NHCDA or its representative will contact the Comissioner's -

office (271-3734) . If there is no answer NHCDA will contact the on-duty supervisor at Division #5, Hooksett (485-5767) .

2. Initiate the State Highway Department emergency response call list. (See Appendix A). The available personnel will report to the Morton building,' Concord, for assignment.
3. Direct Henry McCrone, Di'rision Engineer (office 868-1133, 868-1217 or 868-1218, hme 742-4987), to report to the State IM/ EOF at Newington Station, Newington, NH. If no answer contact alternate, John Hayes' office (964-8575) or call the 24-hour emergency number in Hooksett (485-5767).
4. Upon arriving at the IF0/ EOF he should report his availability' to the NHCDA IM Controller and to the ranking State Police Officer. After reporting, he should be prepared to take direction for instituting access control, traffic control or other duties from either the State Police Officer or the NHCDA.

IUIE: IF THE STATE 00MPWSATORY PIAN HAS BEEN IMPIIMENIED, REFER TO APPMDIX B FOR RESOURCES REQUIRED AT THE TRAFFIC CONIROL POINIS IN EACH AFFECIED TOWN. MSURE THAT A COPY OF APPMDIX B IS AVAIIABLE AT THE STATE HIGHWAY CARAGE.

5. The Carmnissioner, er his representative should report to the State EOC at 107 Pleasant Street, Concord, to coordinate State
