TECHNICAL SPECIFICATIONS TASK FORCE TSTF A JOINT OWNERS GROUP ACTIVITY January 1, 2020 Technical Specifications Task Force Charter Description The Technical Specifications Task Force (TSTF) is a joint activity of the Boiling Water Reactors Owners' Group (BWROG) and the Pressurized Water Reactor Owners Group (PWROG) that addresses Technical Specifications-related issues.

Membership There are six TSTF members:

  • The chair of the BWROG Licensing Committee (LC) representing BWR plants;
  • The chair and three other members of the PWROG Licensing Subcommittee (LSC) representing Westinghouse, Combustion Engineering, Babcock and Wilcox, and Westinghouse AP1000 plants;
  • The TSTF program manager of EXCEL Services Corporation. EXCEL is a non-voting member of the committee.

TSTF funding is discussed in Appendix A.

Overall Goal Maintain and improve the Improved Standard Technical Specifications (ISTS) (NUREG-1430 through NUREG-1434, and NUREG-2194). Facilitate changes to the ISTS as the basis for plant-specific Technical Specifications changes. Defend NRC-approved TSTF Travelers (e.g.,

changes to the ISTS), the 10 CFR 50.36(c)(2)(ii) criteria for Technical Specifications, and the NRC 1993 "Final Policy Statement on Technical Specifications Improvements for Nuclear Power Reactors," as the correctly and consistently applied standards for plant-specific Technical Specifications.

Purpose Serve as the focal point for industry interaction with the Nuclear Regulatory Commission on generic technical, regulatory, and compliance issues related to the Technical Specifications.

Develop, submit, and facilitate NRC approval of beneficial changes to the ISTS that will be available for plant-specific adoption.

Maintain consistency between the ISTS NUREGs by managing the Improved Standard Technical Specifications change process (described in TSTF-ADM-01).

January 1, 2020 Page 2 Defend the correct and consistent application of the ISTS, NRC regulations and guidance documents, and plant-specific Technical Specifications.

Provide expertise to utilities, Owners Groups, the Nuclear Energy Institute, and other organizations on format and content standards and application of the ISTS.

Objectives Maintain the knowledge and expertise to defend the correct and consistent application of the ISTS and plant-specific Technical Specifications.

Provide, maintain, and document the changes to the ISTS.

Ensure practical licensing approaches are taken to improve the ISTS that benefit the spectrum of plants in the industry.

Facilitate the adoption of ISTS changes by Owners Group member utilities.

Coordinate the efforts of the PWROG LSC and the BWROG LC on Technical Specifications related issues.

Maintain close coordination with and act as a resource to the Nuclear Energy Institute and other industry organizations on issues concerning Technical Specifications.

This charter is approved by the Owners Group Licensing Committee chairmen, Jim Miksa (PWROG) and Ryan Joyce (BWROG), on December 2, 2019.

Page A-1 January 1, 2020 Appendix A TSTF Funding Costs for EXCELs services are divided into two categories: common costs and Owners Group specific costs. The TSTF may agree to exceptions to this cost sharing scheme.

Common Costs Common costs are those activities that benefit all Owners Groups and are shared by the TSTF sponsoring Owners Groups. Examples of common costs are those costs associated with:

  • Preparation for and attendance of meetings and teleconferences at the direction of the TSTF (such as TSTF meetings, NEI meetings, etc.).
  • TSTF directed activities.
  • TSTF database maintenance.
  • TSTF website maintenance.
  • TSTF monthly status reports.
  • Development of TSTF Travelers when the Traveler applies to all Owners Groups.
  • Response to NRC RAIs, meetings with NRC on RAIs, or development of Traveler revisions for Travelers that apply to all Owners Groups.
  • Preparation of and submission of letters to the NRC on TSTF activities.

The distribution of common costs is based on the percentage of U.S. units that are members of each Owners Group divided by total number of member units in the PWROG, and BWROG.

For example, as of December 3, 2019, the division would be:

  • PWROG share = 66 PWROG member units / 96 total member units = 68%
  • BWROG share = 31 BWROG member units / 96 total member units = 32%

The TSTF will determine the sharing percentages for common costs in the first quarter of each calendar year for budgeting in the following calendar year.

Owners Group Specific Costs Owners Group specific costs are those activities that benefit only one Owners Group and are paid by the applicable Owners Group. Examples of Owners Group specific costs are those costs associated with:

  • Preparation for and attendance of meetings and teleconferences at the direction of the Owners Group (such as Owners Group meetings).
  • Maintenance of Owners Group information on the EXCEL website such as meeting minutes, actions lists, etc.
  • Development of TSTF Travelers when the Traveler only applies to one Owners Group.
  • Response to NRC RAIs, meetings with NRC or development of Traveler revisions for Travelers that only apply to one Owners Group.

Page A-2 January 1, 2020 NRC Review Fees The NRC assesses review fees for some TSTF Travelers. The transmittal letter to the NRC for Travelers that will be assessed NRC review fees will indicate the Technical Specifications Task Force is to be billed for the review. The TSTF will establish a mechanism to divide NRC review fees for Travelers that affect more than one Owners Group in a manner consistent with other shared costs.
