OF JANUARY 10, 2022, MEETING WITH THE TECHNICAL SPECIFICATIONS TASK FORCE REGARDING DRAFT TRAVELER TSTF-589, ELIMINATE AUTOMATIC DIESEL GENERATOR START DURING SHUTDOWN On January 10, 2022, an Observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Technical Specifications Task Force (TSTF). The meeting was a pre-submittal teleconference to discuss draft traveler TSTF-589 Eliminate Automatic Diesel Generator Start During Shutdown" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21316A236). The meeting notice is available in the ADAMS at Accession No. ML21363A077. A list of attendees is enclosed.

The NRC staff requested clarification on the Note in Surveillance Requirement (SR) 3.8.2.1.

The TSTF agreed to provide additional clarification for the Note in the SR 3.8.2.1 Bases.

The NRC staff noted that some two-unit sites have four emergency diesel generators (EDGs) shared among the two units (four EDGs are required for any operating unit; two EDGs required for the shutdown unit). How are the requirements of SR 3.8.2.1 being met for the shutdown unit (when one of two units is shutdown)?

V. Cusumano TSTF representative stated that following paragraphs in Section 2.2 Variations in TSTF-589, should cover special cases of two-unit sites:

[The [PLANT] TS contain requirements that differ from the STS on which TSTF-589 was based but are encompassed in the TSTF-589 justification. [Describe differences and why TSTF-589 is still applicable.]

[The [PLANT] TS for [TS 3.8.2, "AC Sources - Shutdown,"]

includes requirements to support an operating unit's shared equipment. These requirements are revised. [Describe the revisions and why the proposed changes are justified.))
