RESPONSE TO INQUIRY - ,

} + The attorney for the Minnesota Environmental Control i

Citizens Association has requested copie,s of inspection re-ports made by the AEC Division of-Compliance during construc-tion of the Monticello Nuclear Power Plant in Minnesota.

The request was made during proceedings before an Atomic Safety and Licensing Board which is considering Northern States Power Company's application for a license to begin operation of the Monticello plant. The licensing board has issued a subpoena for the documents.

In a statement filed with the licensing board, the AEC Regulatory Staff stated that the requested reports, except for a few omissions from the reports,are expected to be made avail-able to the board and to parties to the proceeding by June 2,

., 1970. A copy also will be placed in the public record. The information being made available includes all the facts re- ,

garding the inspections as well as the conclusions of the inspec-

,t' ions.

The public hearing being conducted by the licensing board at St. Paul, Minnesota, was recessed on May'I and no date for the resumption of the hearing has been set.

The AEC Regulatory Staff has informed the licensing board that the omissions from the reports involve information of a proprietary nature; references to internal AEC memoranda, in- ,

1 structions, including AEC inspection techniques, and meetings;-

.j the names of persons, other than AEC personnel, who provided information during inspections; and references in the reports to facilities other than the Monticello plant. The omissions do not affect the substance of the reports, and are of a type generally considered by the Commission and other Federal agencies as privileged information.

The Regulatory Staff noted that representatives of the AEC Division of Compliance will be prepared to offer testimony on the inspection reports.
