2.0 SCOPE OF THE INSPECTION This inspection was conducted in accordance with the Memorandum of Understanding (MOU) between the Commonwealth of Pennsylvania and the U.S. Nuclear Regulatory Commission. The State inspector reviewed the licensee's low-level radioactive waste shipment no.

B-1515 to the Barnwell Waste Management Facility according to the attached inspection checklirt.

The shipment contained 74.03481 curies in the form of dewatered r bead resin and was determined to be Class B Stable Waste. The L shipment was packaged in a Model PL8-120FR Polyethelene High.

L Integrity Containcr (HIC) with a disoosal volume of 120.3 cubic-feet. The HIC was transported in a Chem-Nuclear Model CNS 8-120A,

, NRC certified, Type A shipping cask.

L l The inspector witnessed loading of the HIC into the cask; l- placement of security seals; cover placement and bolt down with QC verification of belting pattern and torque. Prior to placement of the HIC into the cask, the' inspector reviewed the Certificate of Compliance (COC) for the cask and examined the cask to ensure that it was in satisfactory material condition.

, The inspector performed an independent radiological survey of the L cask with the HIO inside. The highest reading detected was 137 mR/hr on the cask surface and 4.57 mR/hr at 2 meters. The l highest removable-contamination detected from smear samples taken i

at representative locations around the outer surface of the cask l-

was 4 counte per minute (cpm) above background or approxiLiately 0.13 dpm/cm2. The inspectcr also witness 2d the licensee radiological surveys; QC inspection; QA audit; and transfer of shipping papers to the driver. A visual inspection of the vehicle was performed to ensure that the vehicle was in an acceptable condition for transport.

The inspector performed ar '.ndependent varification of the 11cansee's calculations for waste classification, Low Specifxc Activity (LSA), Reportable Quantity (RQ) and A2 Quantity determination. The shipping papers were also reviewed fcr completeness and accuracy.
