Adequate shift coverage shall be maintained without routine heavy use of h vertime. 4. Except during extended shutdown periods, the use of overtime should be considered on an individual basis and not for the entire staff on a shift.

Any deviation from the above guidelines shall be authorized in advance by the Plant Manager or his designee, in accordance with approved administrative R182 procedures, or by higher levels of management, in accordance with established procedures and with documentation of the basis for granting the deviation.

Descriotion of Chanae.

TVA proposes to modify the Sequoyah Nuclear Plant (SON) Units 1 and 2 technical specifications (TSs) to clarify the types of work shifts that are acceptable when considering the requirements to ensure heavy use of overtime is not used routinely by -

unit staff. The current "8-hour day" criteria in Section 6.2.2.g will be expanded to .

include 10- and 12-hour allowances. In addition, the "40-hour week" criteria will be I changed to a "ncminal 40-hour week." - 1 Reason for Chanae  ;

i This change is a clarification of the existing requirement to ensure routine use of ,

overtime is not used during shift coverage by unit personnel who perform safety-related ,

-functions. . Personnel that perform these types of functions' may have varying shift  ;

durations that maintain the intent to work a basic 40-hour work week. The use of 8, 10, or '.2-hour shift durations are needed to allow the flexibility to facilitate shift schedules that are used at SON. The revision to a nominal 40-hour week criteria provides an acceptable limit that accommodates the work week durations that can l result from various unit staff shifts. i Justification for Chanaes i

Section 6.2.2.g of the SON TS provides the controls and limitations to maintain l adequate shift coverage without routine heavy use of overtime. These requirements apply to unit staff who perform safety-related functions. These changes are  ;

clarifications that are not intended to change the existing requirements, but provide a 1 better understanding of acceptable methods that ensure overtime usage will not be {

abused. The revised provisions will continue to ensure that the routine heavy use of l

overtime will not be used by unit staff that perform safety-related functions, j Therefore, the proposed clarifications will not adversely impact nuclear safety. These  :

proposed changes are consistent with Standard TS (NUREG-1431). j i

Environmental imoact Evaluation i e

The proposed change does not involve an unreviewed environmental question because operation of SON Units 1 and 2 in accordance with this change would not:

1. Result in a significant increase in any adverse environmental impact previously evaluated in the Final Environmental Statement (FES) as modified by NRC's testimony to the Atomic Safety and Licensing Board, supplements to the FES, environmentalimpact appraisals, or decisions of the Atornic Safety and Licensing Board.
2. Result in a significant change in effluents or power levels.
3. Result in matters not previously reviewed in the licensing basis for SON that may have a significant environmental impact.

f-Significant Hazards Evaluation TVA has evaluated the proposed technical specification (TS) change and has determined that it does not represent a significant hazards consideration based on

criteria established in 10 CFR 50.92(c). Operation of Sequoyah Nuclear Plant (SON) in accordance with the proposed amendment will not

1.- Involve a significant increase in the probability or consequences of an accident

- previously evaluated.

This change affects the requirements that ensure unit staff personnel do not routinely incur heavy use of overtime. These requirements are not changed by the proposed revision, but are clarified to accommodate the various shift durations used at SON. The overtime usage by unit staff is not considered to be the initiator for any postulated accident; therefore, the clarification of associated requirements will not increase the probability of an accidnt. Limiting the use of overtime by staff personnel enhances the operation anu maintenance of critical plant equipment that are necessary to mitigate accidents. The proposed revision clarifies these provisions, but does not reduce their adequacy. Therefore, the proposed revision will not increase the consequences of an accident previously' evaluated.

2. Create the possibility of a new or different kind of accident from any previously analyzed. i This change only affects the clarification o' f shift durations use by unit staff and is j not associated with the initiators of accidents.- Therefore, the possibility of a new j or different kind of accident from any previously analyzed is not created by the i proposed clarifications. ,
3. Involve a significant reduction in a margin of safety.  !

The proposed changes do not affect plant equipment setpoints or operating j policies at SON. The overtime provisions that ensure the unit staff are capable to ~

operate and maintain the plant in an acceptable manner to provide safe operation and mitigation of accidents is maintained by this change. Therefore, the margin of safety is not reduced by the proposed changes.
