RA-20-0125 Enclosure Page 1 of 1 10 CFR 50.54(q)(5) Summary for 0PEP-03.8.2, Revision 25 In accordance with 10 CFR 50.54(q)(5), Duke Energy Progress, LLC, is providing a summary of the revision analysis for 0PEP-03.8.2, Personnel Accountability and Evacuation, Revision 25, which became effective on April 16, 2020.

The changes to 0PEP-03.8.2, Personnel Accountability and Evacuation, include editorial changes with no change to intent. These changes were not associated with a planning standard and do not affect the Brunswick Emergency plan functions. In addition to these changes, non-essential personnel evacuation assembly locations were updated as a result of site modifications which will impact the size of the parking lots that serve as assembly locations.

Evacuation protocols remain unchanged for non-essential personnel. The changes to the non-essential personnel evacuation assembly locations simply shift the assembly locations within the existing site parking lots. These changes still allow for an effective rapid evacuation in the event of a hostile action. These changes do not impact the ability to complete accountability of individuals within 30 minutes and do not impact the capability to perform decontamination.

The changes implemented by 0PEP-03.8.2, Revision 25, were evaluated in accordance with 10 CFR 50.54(q). The evaluation concluded that these changes do not result in a reduction in the effectiveness of the ERP; the ERP continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. The range of protective actions available for plant emergency workers during emergencies is maintained. As such, there is no impact to compliance, adherence, or effectiveness of the Emergency Plan.
