- AUCUST 1991 ADDENDA COOPER NUCLEAR STATION IhSERVICE TESTING PROGRAM FOR ASME CLASS 1, 2 AND 3 COMPONENTS (REVISION 6)
DATE OF ISSUE! AUGUST 31, 1991
-This is an addenda to the loose-leaf version of the Inservice Testing Program, Revision 6. and is issued in the form of replacement or additional pages which contain changes, additions, or deletions.
Summary of Changtg This is the first addenda to be published to the Inservice Testing Program, Revision 6. Changes listed below are identified on the affected program pages by a margin note (i.e. 8/91) adjacent to the affected area, with the exception of pump or valve summary listing pages.
AFFECTED PACE (S) DESCRIPTION A new paragraph H was added to clarify op'en check valve 15 testing using flow.
Deleted valve drawings 2018 and 2028 s'nce valves 18 associated with these drawings vera d41eted from the program.
Replaced valve drawing " Cooper-Bessener KSV 36-7" with 19 " Applied Power Associates, Inc. 117.10 IC 09". The associated valves' schematic drawing vss revised.
Revised valve CICs RitR MOV 26A and RilR M0f 26B to 24 RHR-MOV M026A and RHR MOV M026B respectivey'.
Revised valve CICs RllR MOV MO 166A and RHR MOV MO-166B 3 to RllR MOV-M0166A and RitR MOV-M0166B. respectively.
Changed TEST FREQ from Q to RR for valves SLC CV 10CV 30 and SLC CV-11CV test requirement CTCC. This change is due to Rnlief Request RV-47 being approved.
For valves MS-A0V-A086A, MS-A0V A086B, MS A0V A086C, and 40 MS A0V A086D, the word MAINT was changed to MAIN in the NOTES / DESCRIPTION column.
Deleted RV 49 from the NOTES / DESCRIPTION column for valves MS RV-70ARV, 70BRV, 70CRV, 71ARV, 71BRV, 71CRV, 41' 42 71DRV, 71ERV, 71FRV, 71CRV, and 7111RV. Relief Roquest RV 49 was withdrawn since it was not approved.

Revised information in columns P&ID, P&ID COOR. and VALVE SIZE for valves DGSA 40V AV5, DGSA A0V AV6, 63, 64 DGSA A0V AV7, and DGSA A0V AV8 to reflect correct valve information after incorporation of a design change.
Deleted valve NBI CV 48BCV, including associated valve information. This valve does not perform a specific 68 function in shutting down a reactor to the cold shutdown condition or in mitigating the consequences of an accident.
Deleted test requirement CTCO from the TEST RQMT column and the associated test frequency from the TEST FREQ column for valves IA CV-17CV through IA CV 22CV, 73, 74 IA CV 2RCV through IA CV 37CV, and IA CV-50CV through 1A CV 53CV. These valves do not perform a safety function in the open direction.
Deleted valve RV CV-36CV, including associated info rmation. This valve does not perform a specific 77 function in shutting down a reactor to the cold shutdown condition or in mitigating the consequences of an accident.
For Relief Request (RR) numbers RP-14. RP 15, RV 47, RV-48 RV 50, RV 51, and RV 52, a note number was added 78, 80, 81 to the Approval Note column to reference the associated note which indicates relief request approval.
For RR RV 49,the Approval Note number was deleted and gy the description wording was replaced with the word
" Withdrawn". RR RV-49 was withdrawn since it was not approved.
Added notes 6, 7, and 8 for relief request approval 81 re fe renc e s .
Deleted valve NBI CV 48BCV f rom the list of valves, 104 including the associated drawing reference.
Revised the last sentence, deleting the reference to 179 Open testing is not required, open testing.

AFFECTED PAGE(S) DESCRIPTION In the valve list, DC 50V DG1(20 SAL), DG SOV DC2(20 SAL).
DG SOV DG1(20SAR), and DC SOV DC2(20SAR) were deleted and NSA A0V AV1 through DCSA A0V AV4 were replaced with 128 DGSA SOV SPV1, DGSA SOV SPV2, DGSA SOV SPV3, and DGSA SOV SPV4. Design chan5e deleted valves and revised valve component identification codes (valve number).
Deleted the statement specifying the open function in the FUNCTION section. Revised the last sentence, 130 deleting the reference to open testing. Open testing is not required.
Deleted complete relief request. RR RV 49 was 136 withdrawn.

CLASS: 2 FUNCTION: These valves are installed in instrument lines that provide signals for operstion of cafety-related valves ano pumps. They prevent excess flew of reactor water should an instrument line break outside containment.
REQUIRED TEST: Te t in accordance with Section XI, IW 3521, and IW-3522, BA"IS FOR REL2EF: Uninterrupted function of these valves is essential for safety.
Routine testing in accordansa with Section X1 would cause instrument line interruptie.s, This would disable instruments required for safe plant operations, safety-system actuation, reactor shutdown, or sensing accident condttions.
The excess flow check valves are tested using a modified leak-rate test to assess operability. Testing is performed at least once each operation cycle in accordance with Technical Specification 4.7 D l.d. Testing more frequently could juopardine the sufety of the reactor. -
ALTERNATIVu TEST: .n lieu of Section XI testing, a modified leak rato test will be performed at least once each operation cycle.

REQUIRED TEST: Exercise every quarter or cold shutdown.
BASIS FOR RELIEF: These valves are located inside the drywell and inaccessible or extremely difficult to access during normal operations or cold shutdown. They cannot be exercised during each cold shutdown because the drywell is not routinely de inerted each cold shutdown.
, ALTERNATIVE TEST: An extended time /pressura decay procedure will be used to vertfy each valve's closure. This will be done by venting the upstream side of the check valvo and monitoring accumulator pressure to ensure each check valve functions properly. The above valves will be tested to verify closed position at leas *: onen every two 8/91 years during refueling outages, 9
