As used in is specification, type of snubber shall' mean snubbers of the same de n'and manufacturer, irrespective of capacity,

b. Visual Inspections

-Snubbers are categorized as cessible or accessible during reactor optration. Each.of these groups naccessible and accessible) may be inspected independently according the schedule below._ _The first inservice visual inspection of each typ f snubber shall be performed after 4 months but within 10 months of co ing POWER OPERATION

! second inservice visual inspection shall be performed the first refueling outage. Otherwise, subsequent visual inspectio shall be

" =:t h .ct T;;t; During the first refueling ihutdown and at least once per 18 months thereafter during shutdown, d representative sample of snubbers shall be tested using one of the following sample plans for each type of ubber. The sample plan shall_be selected prior to the test period a

cannot be changed during the test period.' The NRC Regional _ Admin-ist tor shall be notified in writing,-prior to the test period, of the s le plan selected, or the sample plan used in the prior test period hall be implemented:

1.' At 1 st 10% of the total of each' type of snubber shall be func-tional tested either in place or in a bench test. For each snubber f:a type that does not meet the functional test accep-tance cri ria of Specification 4.7.4.f, an additional 10% of that type o snubber shall be functionally tested until no more failures are ound or until all snubbers of that type have been-functionally t ted; or

2. A representative sple of each type of snubber shall be function-ally-tested in acc dance with Figure 4.7.4-1. ." C" is the t'otal e number-of snubbers o a type found not meeting the acceptance-requirements of Speci cation 4.7.4.f. The cumulative number

.of snubbers of a type t ted 12 denoted by "N".. At the end of' each day's testing, the n w values of "N" and "C".(previous day's total p1us current day's i rements) shall be plotted on Figure ,4.7.4-1. If at any-.t the point plotted falls in-the-

" Reject" region all snubbers that type-shall be functionally tested. If at any time the poi plotted falls in the " Accept" region, testing of snubbers of th t type may be terminated.

When the point plotted lies in the " Continue Testing" region, additional snubbers of that type sha 1 be tested until the point falls in the " Accept" region or the " ject" region, or all the snubbers of that type have been tested; or

3. An initial representative sample of'55 snu ers shall be~ function-ally tested. For each snubber type which d s not meet the func-tional test acceptance criteria, another samp of at least one-half the size of the initial sample shall be t ted until the total number tested is equal to the initial samp size multipl.ied by the factor, 1 + C/2, where "C" is the number o snubbers found which do not meet the functional test acceptance er eria. The results from this sample plan shall be plotted using n " Accept" line which follows the equation N = 55(1 + C/2). Each nubber point should be plotted as soon as the snubber is teste If

, the point plotted falls on or below the " Accept" line, to ing of that type of snubber may be terminated. If the point p1 tted ,7,rA falls above the " Accept" line, testing must continue until t ,

determine-i the components to which the inoperable snubbers-are l attached were dversely affected by the inoperability of the snubbers, a in order to ens re that the component remains capable of meeting;the designed service. '

.that the snubbers periodically undergo a performance evaluation in view of their age and operating conditions. These records will provide statistical

. bases for future consideration of snubber service _ life. The requirements for

'the maintenance of records and of the snubber service life-review are not ' -

intended-to affect plant. operation.

3/4.7.5 SEALED SOURCE CONTAMINATION The limitations on removable contamination for sources requiring leak testing, including alpha emitters, is based on 10 CFR 70.39(c) limits for-plutonium. This limitation will ensure that-leakage from byproduct,; source, and special= nuclear material sources will not exceed allowable intake values.

. Sealed sources are classified into three groups according to their use, with, surveillance requirements commensurate with the probability of damage to a so' tree in that group. Those sources which are frequently handled =are required to be tested more often than those which are not. Sealed sources-which are

, continuously enclosed within a shielded mechanism, i.e., sealed-sources within radiation monitoring devices, are considered.to be stored and need not be; tested unless they are temoved from the shielded mechanism. -

3/4 7.6 FIRE SUPPRESSION SYSTEMS T$eOPERABILITYofthefiresuppressionsystemsensuresthatadequate

. fire suppression capability is available to confine and extinguish fires occurring in any portion of. the facility where safety related equipment 'is located. The fire suppression. systems consist of the water system, spray-

. and/or sprinkler systems, Halon system and fire hose stations. The collective capability ofLthe fire suppression systems is adequate to minimize potential e damage to safety related equipment and is a majo element in the. facility fire protection program.

It, Une event that portions of the fire suppression systems are inoperable, alternate backup fire fighting equipment is required to be made available in the affected areas until the inoperable equipment is restored to service. When the inoperable fire fighting equipment is intended fer use as a backup means of fire suppression, a longer period of time-is allowed to provide!an alternate-means of fire fighting than if the inoperable equipment is the primary means

of fire suppression.

The surveillance requirements provide assurance that the minimum OPERABILITY requirements of the fire suppression' systems are met. An allowance is made for ensuring a sufficient volume of Halon in the Halon

, storage tanks by verifying the weight and pressure of the tanks.

In the event the fire suppression water system becomes inoperable, immediate corrective measures must be taken since this system provides the major fire suppression capability of the plant.
