Enclosed is Revision 20 to Issue 4 of the Beaver Valley Power i Station Physical Security Plan (PSP). Revision 20 changes include:

i

1. Additional training for our Response Team Members (RTM)-to i provide for their utilization as personnel Access l' Controllers. Also, clarification that training qualification in Access Control functions would allow any Security Force Member to work in this capacity, whether or.

not they have been given the Access Controller title.

2. A move from Regulatory Guide 5.44 to station developed operating, testing and maintenance procedures for the now established Intrusion Detection System. Our commitment to l the generic guidance of Regulatory Guide 5.44- was q established prior to the development of our own specific j station guidelines. Beaver Valley Security'now maintains nearly -200 pages of information in seven _(7) separate documents covering this subject. All Confidence Limits remain unchanged and in accordance with Regulatory Guide 5.44.
3. The Unit 1 Storeroom Personnel Access Portal has been determined to be unnecessary as an access point.

Accordingly, we will only be manning the facility when requested by the Stores Department.

4. A revised (direct) supervisory structure for the armed personnel Access controller position. All armed positions-now report directly to Response Force supervision.

5. Clarification that. certain types of training (e.g., Central Alarm Station (CAS) operation, etc.) are not nececsarily performed by . designated training instructors. Portions-of' CAS Supervisor instruction are normally performed in the CAS on the CAS Supervisor's console by the Lead CAS Supervisor.
6. Correction to the condition (double action / single. action) of the handgun during different phases of the = Appendix C course (s) and also, the loaded / loading. status.
7. Deletion of certain temporary structures utilized in support.

of the Unit 2 Fourth Refueling Outage (Figure 3-1A).

8. A revised drawing representation.of the' alarm configuration at Zones 205 and 207. The size of the Alarm Field'and overlaps is. larger than previously' depicted (Figure 3-2).

These changes have been reviewed and judged not to constitute a degradation to the previous commitments in the PSP.

These changes, since they do not. decrease the safeguards effectiveness of the Physical Security Plan; are being submitted-in accordance with 10 CFR 50.54 (p) (2) .
