CLARIFICATION OF BOARD ORDER AND CONFERENCE CALL OF AUGUST 17,1982 The conference call between members of the Atomic Safety and Licensing Board and other parties to this licensing proceeding on August 17, 1982 dealt with the brochure to be distributed around the Waterford 3 facility.

i Joint Intervenors are proceeding on the assumption that the brochure is part of an information distribution system of which the brochure is the centerpiece. Therefore Joint Intervenors believe I

that a discussion of the brochure cannot be adequate without inclusion and discussion of other parts of the system. This would includet (1) type and content of the radio or television broadcasts associated with the brochure, (21 type and scope of brochure distribution, (3) type and scope of possible educational exhibits or classroom instruction associated with the brochure planned by the Applicant.

(4) Language of brochure, radio broadcasts, television broadcast, educational exhibits, or classroom instruction.

Joint Intervenors' contention 17/26 (1)(a) clearly is not limited to the brochure. It was ague considered a fruitless endeavor to attempt to question the Applicant's witnesses on the relationship 8208270481 820826 PDR ADOCK 05000382 G PDR

between the wording of a radio broadcast, for instance, with the wording of the brochure since the brochure did not exist during the hearing.

Now that a tentative brochure has appeared, Joint Intervenors believe that all the parts of the information distribution system can now be examined as a whole and in relation to each other.
