Dear Mr. Shepherd:

We have reviewed the United States Nuclear Regulatory Commission's draft document "Big Rock Point Nuclear Power Station Environmental Assessment and Finding of No Significant Impact Related to Consideration of a License Termination Plan" dated July 28, 2004.

We agree with the "Finding of No Significant Impact" and support the Commission's intention to review and approve the licensee's License Termination Plan. However, with regard to Section 3.1.2 Non-Radiological Contamination, we do not endorse the statement that "there is no environmental contamination at BRP from non-radiological activities involving hazardous and regulated substances." An area of construction debris was discovered during decommissioning activities buried along -the transmission line corridor of the site. This debris was testedari ,tocntin PCBs and other chemicals, requiring it to be handled as regulated solid'waste While we are aware of the licensee's efforts to clean up and dispose of contaminated material in accordance with current regulations, at this time we do not consider the area remediated (groundwater monitoring is being initiated)...-
