1. 0 Purpose This directive describes the response of the Corporate Nuclear Engineering Staff (CN ES) members to an activation of the Kewaunee Nuclear Power Plant's Radiological Emergency Response Plan (esergency plan).

2.0 Applicability This directive applies to the members of the CNES following their notification of the activation of the emergency plan.

3.0 Definitions 3.1 Emergency Director - The Plant Manager or his designated al t ernat e , is respcnsible for overall :upervision of emergency activities implemented within the f acility.

The Emergency Director will keep the Energency Besponse Manager inf ormed of changing plant /esergency conditions.

3.2 Emergency Operations Facility (EOF) - An area in the training building, serving as the center for interaction with state and local authorities, NRC emergency response activities and a general assembly area that may be used for special press briefings.

3. 3 Esergency Response Manager - The Assistant Manager, Nuclear Power or his designated alternate respcusible for direction and management of all emergency activities within the EOF and provide for additional of f-site resources required to respond to the emergency.

3.4 Radiation Protection Director - The Plant Se rvices Superintendent er his designated alternate.

4.0 Responsibilities 4.1 Emergency Besponse Manager 4.1.1 The Emergency Response Manager provides the overall direction of the Emergency operaticus Facility (EOF) af ter arriving at the plant site in response to a request f or headquarters staf f support.

4.1.2 The Energency Hesponse Manager is respcasible for the overall coordination of offsite support agencies and for assuring centinuity of resources for long term operation of the response organiza-tica.

4.1.3 The Emergency Response Manager determines the oztent of the CNES response required.

4.1.4 The Energency Response Manager will notify appropriate offsite agencies when the energency has been terminated.

4.1.5 The Emergency Besponse Manager will be immediate-ly inf ormed cf any change of emergency classifi-cation by the Emergency Director.

5.0 Reguirements The CNES response is keyed by the level of emergency classi-i fication determined by on-site personnel. Accordingly, the i following requirements are keyed to the energency classifica-tion (Reference Kevaunee Adninistrative Directive 12.2 for classification criteria) .

accordance with ACD 12.3, Unusual Event.

5.1.1 The management designee will advise the Public Information Department of t'ae condition and assist in the preparation of a public statement.

5.1.2 The tsnagement designee vill assure that the Public Service Commission is advised of .the outage (Manager, Nuclear Power sakes notifica-tion).

5.3.3 The Emergency Response Manager notifies the lakeshore Division Manager of the Site Emergency condition. -

5.3.4 The Emergency Response Manager notifies the Institute of Nuclear Power Operations (INPO).

5. 3. 5 The Emergency Response Manager will meet with the Emergency Director u pon arriving at the site.

This briefing may be waived if the Emergency Besponse Manager has been briefed prior to this arrival, if the Emergency tirector is unavailable (and designates a briefing by an alternate member of the TSC staff) , or if conditions prchibit face-to-face centact.

5.3.6 The Emergency Besponse Manager activates the Emergency Operations Facility per ECD 16.2.

Prior to establishing operations from the f acili-ty, the Emergency Response Manager will contact the Radiological Protection tirector to assure unlimited habitability or establish a maxim um stay time. (Radiation monitoring will be establ-ished in the EOF) .

5.3.7 The Emergency Besponse Manager will verify the actions on the ECF activation checklist (Table 1) have been performed.

5.3.8 Upon adequate staffing of the ECF, continuing contact with off-site support agencies will be transferred to the EOF.

1. 0 Purpose This directive describes how to 'ac tivate the Energency Operations Facility (ECP) when necessitated by the Kesaunee Nuclear Power Plant's Radiological Emergency Hesponse Plan (Emergency Plan) .

2.0 Applicability This directive applies to the Emergency Hesponse Manager following his notification of a need for activating the E0P.

3.0 Definitions 3.1 PI NG 2 A - The Ping 2 A is a combination microprocessor and cart mounted sampling system. It is used to seasure particulates, iodine and noble gases present in the EOF environment.

4. 0 Respo nsibilities 4.1 The Emergency Besponse Manager is responsible for verif ying that the ventilation systes is in recircula-tion if necessary.

l 4. 2 The Emergency Hesponse Manager is responsible f or verif ying that the Ping 21 radiation monitor is operat-l l ing.

5.0 Hequire me nts Upon notification of a need to activate the Emergency opera-tions Facility the Emergency Response Manager must perform or verify performance of the following activities:

_ _ _ 1 5.1 Activation of Ventilation System (Secirculatics)

If airborne contamination is detected, or if meteorolog-ical conditions are such that the EOF would be in a release plume (i.e., vinds off the lake) , place the EOF ventilation system in the recirculation mode by perf cIn-ing the following:

a) Close fresh air damper (upper) b) open recirculation damper (lower) i c) Turn fan on.

5.2 Activate Ping 2A radiatica monitor a) Verify that data in all the files ( 1-- 6) is as required on calibration worksheet (Table 1) . This is done by pressing the f cllowing keys:

1) Elue FILE key
2) Black number key (The number of the channel you want. Start with cne ( 1) for s}stes s ta r t-up )
3) Black INTER key - If the data is nct as required by the calibration sheet, go to Attachment 1 (Ping 2A operation procedure) and edit the files as necessary. If the files are correct, continue on to part b.

b) The PING 2A is now on lire and ready to gc. Now i turn the keyboard key on and press PUMP ON then ENTER.

Attach me nt 1 PING 2A Edit and Operation Precedure 1.0 Purpose and Descripticn 1.1 The Ping 2A is a combination sicrcprccessor and cart mounted sampling system. It is used to measure particu-lat es , iodine a nd noble gases in the Energency Opera-tions Facility environment. To accoaplish this it takes data f rom six channels. The particulate filter is sonitored by a Beta Scintillation Detector f rom one side and a solid state Alpha Detector on the ocher side. The beta detector is used for channel one. Channel two comes from the Alpha Detector. Chancel two is used for the background channel to subtract out a factored amount of alpha measurerent f orm the beta seasurerent. Tcgeth-er channels one and two are used for the airborne particulate measurement.

1.2 The iodine measurement is a combination of the readings from channels three and four. The charcoal cartridge is monitored by a 2 x 2 inch NaI Gamma Detector. The NaI Cetector provides an Input intc tuc separate (SCA) single channel analyzers (C ha nnels 3 a nd 4) . Channel three is calibrated to the 364 kev energy of I-131. The other SCA (Channel 4) is calibrated to an energy above the I- 131 energy to provide a seasure cf the background in the Iodine vindow. ,

1. 3 The gas chanber is sonitored by a heta detector which l provides an input into channel five. Background for this channel is derived from the area monitor (channel j six). This channel is also used for a source cf a l background subtraction for the particulate measurement

! cn channel one.

2.0 Operation 2.1 Each channel has a file of units, calibration constants, background factors, alarm set peints, and other data which the microprocessor uses to arrive at a very accurate unit of measuremen t. By using the keyboard and the latest calibration work sheet we can program these i files to meet our needs.

2.2 Turntag Systez on 2.2.1 Remove front access cover from control console.

a) Locate switch on the wire coming from the 12 volt DC battery. Turn this switch cn.

b) Plug into 120 vol t AC.

c) Replace access cover.

2.2.2 Insert keybcard key and turn to the right. You will get the yellow KB Enable light.

2.2.3 In the following crder press the following keys on the keyboard:

a) Elue FILE key (upper keyboard) .

b) Number 0 key (lower keyboard). ,

c) Black ENTEH key.

This allows you to set the day and time.

Besponse will be:

2.2.5 Turn EDIT key to the right, two yellow lights on (ED IT , ENABLE, KB EN AELE) .

2.2.6 Press the following keys:

a) Elue FILE key.

b) Black number key (The number of the channel you want. Start with 1 for systen S t a r t- u p) . .

c) Black ENTER key.

You will ncy get a print out of the current file f ec the channel you called up in step c) above. Using this file data and the calibration work sheet ycu will now edit this file the way you want it. You can either change all or part of the data in the file.

2.2.7 To start to edit the file dc the following:

a) Press the Black EDIT key, b) Next call up line one by pressing 01 then E NT E B.

c) You will now get a list of responses on the printer. Respond by calling u p the line no.

of the response you wan t (example: 02 for beta particulate) then ENTEB.

2.2.8 Now you will get another list of responses for whatever units you want the channelto print out in. Respond by again calling up the line no. of the response you want (exa m ple: 02 f or uc.) then ENTER.

2.2.9 Now edit the other lines in the file the way you want them to be from the calibra tion work sheet.

Use the following rules:

a) Press the EDIT b) Then call up the line number of the line you want to change (e xa mple : 03 for line 3 of the file). Now enter the informaticn you

This adds everything tc the file yo u ch ang ed.

You will get a printout of the file with the things on you cha nged. Do this for cil the files (one through six) when you first turn the PING 2A l cn. If you want to just edit a file this is not l

needed.

2.2.11 The PING 2A is now on the line and ready to go.

Now turn keyboard key on and press PUMP ON then l ENTES.
