1.0 PURPOSE This procedure establishes the emergency response organization for the Operational Support Facility (OSF).

2.0 APPLICABILITY The OSF Staf f will be fonned whenever the need arises to activate the OSF.

3.0 REFERENCES

1.0 PURPOSE r

The purpose of this procedure is to describe the requirements and processing of Work Requests in a declared Emergency condition.

2.0 APPLICABILITY i

This procedure is applicable to all situations requiring corrective maintenance during emergencies at the Kewaunee Nuclear Power i

Plant.

NOTE: Normal plant administrative control directives should.be used if time and conditions permit (see ACD 5.4).

Once the emergency conditions are terminated or recovery operations initiated, this procedure is not applicable.

3.0 REFERENCES

3.1 ACD 5.4, Work Request 3.2 EP-TSC-4, Emergency Design Change, Major Equipment Repair l

4.0 PRECAUTIONS 4.1 All work performed should follow the guidelines of the WPS Safety Rule Book.

4.2 All work performed must have prior approval of the Shif t Supervisor /

Event Operations Director (E0D) prior to commencing.

4.3 Any changes to maintenance precedures must be approved by the SAD and j

the Shift Supervisor /EOD.

1 5.0 RESPONSIBILITIES 5.1 Emergency Response Personnel

5.1.2 The originating supervisor is responsible for investigating the problem and ensuring that the problem is accurately described on a Maintenance Work Request (MWR).

5.2 Support Activities Director (SAD)

The SAD coordinates the maintenance work request program during emergencies to ensure all the necessary requirements (plant mode, materials, Radiation Work Permit, Emergency Design Change) are fulfilled prior to work commencing, during work performance, and upon work completion.

5.3 Maintenance Department Supervisors i

The Group Supervisor ensures that the maintenance action is performed correctly and documented.

5.4 Maintenance Department Personnel l

Maintenance Department Personnel are responsible for performance of maintenance required during the emergency.

N 5.5 Shift Suoervisor/ Event Operations Director The Shif t Supervisor / Event Operatons Director reviews maintenance actions to ensure that the plant safety level is not degraded.

5.6 Technical Support Center Director The Technical Support Center Director reviews maintenance actions for safety, licensing, and quality control considerations.

6.0 REQUIREMENTS 6.1 Emergency Response Personnel l

6.1.1 Recognize problem needing emergency maintenance action.

6.1.2 Inform their supervisor or the SAD of the problem and describe the required emergency maintenance action needed.

6.2 Support Activities Director 6.2.1 Designate the appropriate Maintenance Group Supervisor (i.e.

electrical, mechanical I & C) responsible for the work and
