Dear Mr. Joyce:

On Jufy 29,2011, the U.S. Nuclear Regulatory Commission (NRC) completed a securitybaseline inspection at your Salem and Hope Creek Generating Stations. The inspectioncovered one or more of the key attributes of the security cornerstone of the NRC's ReactorOversight Process. The enclosed report documents the inspection results, which werediscussed on July 29,2011, with Ms. Anndria Gaerity, Director of Emergency Services, andother members of your staff.The inspection examined activities conducted under your licenses as they relate to security andcompliance with the Commission's rules and regulations and with the conditions of yourlicenses. The inspectors reviewed selected procedures and records, observed activities, andinterviewed personnel.This report documents one finding of very low security significance (i.e., Green as determinedby the Baseline Security Significance Determination Process). The deficiency was promptlycorrected or compensated for, and the plant was in compliance with applicable physicalprotection and security requirements within the scope of the inspection before the inspectors leftthe site. The finding had a cross-cutting aspect in the area of Human Performance (WorkControl) because PSEG did not appropriately plan work activities by incorporating job siteconditions, which may impact human performance H.3(a). lf you disagree with the cross-cutting aspect assigned to the finding in this report, you should provide a response within30 days of the date of this inspection report, with the basis for your disagreement, to theRegionalAdministrator, Region l, and the NRC resident inspectors at Salem and Hope CreekGenerating Stations.Enclosure contains Sensitive Unclassified Non-Safeguards Information. However, because of the very low security significance andbecause it is entered into your corrective action program, the NRC is treating this violation as anon-cited violation (NCV) consistent with Section Vl.A.1 of the NRC Enforcement Policy. lf youcontest this NCV, you should provide a response within 30 days of the date of this inspectionreport, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN.: DocumentControl Desk, Washington DC 20555-0001; with copies to the Regional Administrator Region l;the Director, Office of Enforcement, United States Nuclear Regulatory Commission,Washington, DC 20555-0001; and the NRC resident inspectors at Salem and Hope CreekGenerating Stations.In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will beavailable electronically for public inspection in the NRC Public Document Room or from thePublicly Available Records (PARS) component of NRC's document system, AgencyvideDocuments Access and Management System (ADAMS). ADAMS is accessible from the NRCWebsite at http://www.nrc.qov/readinq-rm/adams.html (the Public Electronic Reading Room).However, because of the security-related information contained in the enclosure, and inaccordance with 10 CFR 2.390, a copy of this letter's enclosure will not be available for publicinspection.In accordance with 10 CFR 2.390(bX1)(ii), the NRC is waiving the affidavit requirements foryour response, if any.
