APPLICANT'S RESPONSE TO AFFIDAVIT OF DAVID SPRINGER IN SUPPORT OF HIS APPLICATION OF APRIL 15, 1980 On April 15, 1980, David Springer, filed a petition in the captioned proceeding requesting, inter alia, " sixty (60) days to file documents in support of allegations" contained therein.

The Staff and Applicant, on May 5 and May 9, 1980, respectively, filed responses urging denial of the petition. On May 22, 1980, Mr. Springer filed an affidavit in support of the allegations contained in his April 15, 1980 petition. Applicant submits that Mr. Springer's affidavit is simply a restatement of his April 15, 1980 Petition and contains nothing that would alter Applicant's views on the subject. Therefore, Applicant adheres to its posi-tion as expressed in its response of May 9, 1980, that Mr. Springer's April 15, 1980 petition should be denied.
