6 INTRODUCTION OUTLINE This testimony during the offsite emergency planning phase of the TMI hearings of General DeWitt C. Smith, which may also be addressed

, by James N. Lothrop, contains the Commonwealth's approach toward witness testimony during the TMI restart hearings. It provides an explanation of the organization of contentions and the manner in which the Comonwealth will present witnesses during the hearings.

The Commonwealth will respond to the Board in the role of witness to the TMI restart hearings as a panel which will be organized to best address the contentions scheduled before the Board on a day-to-day basis. As a minimum, the panel will consist of two members. One member will have knowledge of the contentions being discussed to include background on the appropriate written testimony. This person will be the moderator for the panel, assist in the direction of questions to the proper panel member and, where appropriate, contribute to the proceedings. The other member will b6 particularly knowl-edgeable of the specific contention being discussed and be the person who prepared or who supervised the preparation of the written testimony for the contention (s) being addressed. Additional members may be added to the panel as the situation requires. As the Director of the Pennsylvania Emergency Management Agency, I.will join the panel during the initial proceedings.

Thereafter, I will participate en those occasions where my presence will be 4

of assistance.

The contentions arc organized to best provide continuity in the subject matter involved and in the related testimony. Contentions have been placed in groups and wi~ 1 be addressed in the hearings in the following order:

The Commonwealth panel will respond basically to those issues or parts of issues which are under the direct operational control of the Commonwealth emergency management system. The Commonwealth does not direct those operations which are the responsibility of the County Emergency Management Coordinators. Such issues, therefore, are better and more appropriately left to them to address.

It is important to understand the "re'al world" as it is found at the county' and municipality levels where the problems first hit the people, and where the detailed realities of dealing with emergencies are managed.

If the Board wishes detailed insights into the problems confronting localities and plans they have made to meet them, then it may wish to sponsor testimony by the County Coordinators.

The Pennsylvania Emergency Management Agency is the coordinating agency for emergency operations within the Commonwealth. It coordinates the activities of State agencies as supplemented by Federal resources to provide -

a reaction capability to meet county operational needs. Its communications

system is the means for collecting emergency management information from the field and in disseminating information to the field as weil as communicating with State and Federal agencies.

The concept for emergency management operations is directed toward emergencies being resolved with resources and emergency services available at the lowest possible level. When involvements of a municipality in an emergency situation surpass the capability of that municipality to cope with the situation, or if more than one municipality is involved, then the county energency management system will react to coordinate and supplement the operation with the necessary resources. This concept will escalate from county to State to Federal as the operation becomes more demanding.

i GENERAL DEWITT C. SMITH I was appointed the Director of the Pennsylvania Emergency Management Agency on September 2,1980. Prior to that, for some 33 active and five reserve years, I was a professional Army officer, rising from Private to Lieutenant General and serving in three wars. Among other capacities, I served as the Deputy Chief of Staff - Personnel of the U.S. Army and as Commandant of the U.S. Army War College. Additionally,

, I have been a Distinguished Visiting Lecturer at Shippensburg State College, 1

writer, speaker, consultant on national security and management issues, and a corporate board member. In earlier years, I worked in civil life as a welfare official and as a news reporter covering the U.S. Congress.

PROFESSIONAL QUALIFICATIONS JAMES N. LOTHROP I have been involved in the planning function in the Pennsylvania Emergency Management Agency since June 1976. Within this responsibility, I have been involved in the development of such plans as the Commonwealth Disaster Operations Plan to include Annex E and the Commonwealth Disaster Recovery Plan in addition to reviewing other State emergency operation plans and county emergency operations plans. I have participated as a staff member in operational response activities to include the TMI incident. From June 1974 to June 1976 I was employed with the Commonwealth for one year as an Air Quality Engineer and one year as an investigator with the Civil Service Commission.

From 1968 to 1974 I was the Director of Engineering of a quartz crystal manufacturing company.

Prior to 1968 and for a period of 25 years I was a professional military person.
