NINE MILE POINT NUCLEAR STATION UNIT NO. 2 - MAXIMUM EXTENDED LOAD LINE LIMIT ANALYSIS PLUS LICENSE AMENDMENT REQUEST (TAC NO. MF3056)

Dear Mr. Stetkar:

The purpose of this letter is to provide the Advisory Committee on Reactor Safeguards (ACRS) with the results of the U.S. Nuclear Regulatory Commission staffs (NRC or the staff) review and evaluation of the recommendations from the ACRS letter dated July 21, 2015. The letter resulted from the staffs briefing during the 626th meeting of the ACRS on July 8, 2015. The ACRS completed its review of the license amendment request and associated NRC draft safety evaluation for Nine Mile Point Nuclear Station Unit 2 (NMP2) operation in the Maximum Extended Load Line Limit Analysis Plus (MELLLA+) domain and recommended the following:

(1) the Exelon application for NMP2 operation in the MELLLA+ domain should be approved, subject to the limitation and conditions identified in the staffs draft safety evaluation; (2) plant features, such as automated actions to initiate feedwater flow reduction and increased boron-10 enrichment in the standby liquid control system, enhance protection against anticipated transient without scram instabilities during MELLLA+ operation. The NRC staff agrees with these recommendations.

The staff appreciates the comments and recommendations provided by the ACRS and looks forward to continuing to work with the Committee in the future.
