OCONEE NUCLEAR STATION - NOTIFICATION OF INSPECTION AND REQUEST FOR INFORMATION

Dear Mr. Ray:

The purpose of this letter is to notify you that the U.S. Nuclear Regulatory Commission (NRC) will perform a follow up inspection for a Severity Level III traditional enforcement violation (violation of each units NFPA 805 transition license condition 1) and Confirmatory Order EA 010 on the weeks of January 9 - 13, 2017 and January 23 - 27, 2017. The inspection team will be led by Mr. Reinaldo Rodriguez, a Senior Project Engineer from the NRCs Region II office.

This inspection will be conducted in accordance with the inspection procedures 71111.05XT, Fire Protection - NFPA 805 (Triennial), dated January 31, 2013 and 92702, Follow-up on Traditional Enforcement Actions Including Violations, Deviations, Confirmatory Action Letters, Confirmatory Orders, and Confirmatory Orders Associated with the Alternative Dispute Resolution Process, dated January 10, 2008.

On October 5, 2016, Mr. Rodriguez confirmed with Mr. Christopher Wasik, of your staff, arrangements for the two-week onsite inspection.

The enclosure lists documents that will be needed prior to the inspection. Please have the referenced information available no later than December 9, 2016. Contact Mr. Rodriguez with any questions concerning the requested information. The inspectors will try to minimize your administrative burden by specifically identifying only those documents required for inspection preparation.

If additional documents are needed, they will be requested when identified. Prior to the onsite inspection, Mr. Rodriguez will discuss with your staff the following inspection support administrative details: availability of knowledgeable plant engineering and licensing personnel to serve as points of contact during the inspection; method of tracking inspector requests during the inspection; access to licensee computers; working space; arrangements for site access; and other applicable information.

Ray 2 In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). This letter does not contain new or amended information collection requirements subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). Existing information collection requirements were approved by the Office of Management and Budget, under control number 3150-0011. The NRC may not conduct or sponsor, and a person is not required to respond to, a request for information or an information collection requirement, unless the requesting document displays a currently valid Office of Management and Budget control number.

General Information Request

1. Copy of the TS 3.7.10 and associated bases document.
2. UFSAR Chapter 9, Section 9.7.
3. Close-out packages for findings identified during the PSW milestone inspections condition reports.
4. List of condition reports that were initiated during the entire duration of the PSW project. List should specify if the CR is closed or still open.
5. PSW training modules incorporated in the training program (maintenance, operations, engineering fire brigade)
6. Copy of the root cause evaluation(s) associated with the licensees failure to meet the January 1, 2013 PSW project implementation date.
7. Summary list of the human error basic events, (i.e., operator actions, either in the control room or outside) in the internal events and fire model. The list should include the basic event identifier, description, the mean value and distribution parameters (if used). This request is related to Table 2.9-1, Implementation Items, Item 41 of the December 29, 2010, Oconee NFPA 805 safety evaluation report.
8. Copies of the Oconee PRA model fault trees that cover the PSW system or which invoke such PSW fault trees. If the fault trees are complex and involve more than 2 or 3 branches, then hardcopies on larger scale paper would be preferable rather than digital versions.
9. Top 100 cutsets of the new (i.e., post PSW implementation) Oconee PRA model, preferably including both internal events and fire modeling, highlighting the PSW basic events. If the PSW system doesnt show up in the top 100 cutsets or if there are only a handful of results, please expand to the top 1000.
10. Top 100 cutsets of the old (i.e., prior to PSW implementation) Oconee PRA model, preferably including both internal events and fire modeling.
11. Overall baseline CDF (& LERF if available) results for the new model.

Or alternatively, if an old copy of the PRA model is difficult to obtain or has been affected by other changes in the plant (see information request immediately below), then please run the new model with PSW basic events set to false.
13. If there have been other modifications, procedure changes, PRA modeling adjustment or basic event updates that occurred at the Oconee site in the past 5-6 years, AND those changes have affected the overall baseline CDF/LERF value by > 1%, provide a summary description of the change and a short qualitative description of how these either real or modeling changes are having an impact.
14. Provide supporting documentation that shows the full scope peer review of the revised fire PRA, as described in Table 2.9-1, Implementation Items, Item 42 of the December 29, 2010, Oconee NFPA 805 safety evaluation report.
