Dear Mr. Keppler:

This report is submitted as required by Appendix B Technical Specification Section 5.4.2.1 relating to an Abnormal Environmental Occurrence, notifica-tion of which was given you on May 17, 1978.

This occurrence concerned the circulating water bT on Unit 2 having increased to 19.5 F in violation of the Appendix B Technical Specification limit of 17 F + loF. This condition prevailed for approximately 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br />.

The condenser discharge valves had been partially closed to assist in maintaining the circulating water side of the condensers full of water.

After the discharge valves had been adjusted, closer monitoring of the AT was not initiated.

The alarm point for the circulating water aT was improperly set, having been adjusted for 22 F (which is the limit for Unit 1) instead of the required 17 F for Unit 2. The Technical Specification limit was not listed on the log form used for recording circul.ating water temperature.

No adverse effects resulted from this occurrence. In the event of a circulating water pump malfunction Unit 2 is allowed to operate for up to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, providing the hT does not exceed 20 F. In this instance, all four circulating water pumps were operating and the AT did not exceed 20 F.

The log form was revised to include the Technical Specification limit to serve as a reminder to the operator each time readings are taken. The aT alarm has been adjusted to its proper Unit 2 setting.
