One time fuel movement at the Armed Forces Radiobiology Research Institute (AFRRI) Reactor facility, Docket No. 50-170, License R-84.

This letter serves as notification of a plan to conduct a fuel movement operation at the AFRRI Reactor Facility, Operating License No: R-84.

  • In a previous letter, submitted on September 4,2018, we indicated that no operations would be performed until a new Reactor Facility Director (RFD) could be appointed. A license amendment request was submitted on November 8, 2018, which includes a proposed change to the qualifications of the RFD. This request is still under review. Meanwhile, a requirement to move fuel has arisen and this action is defined as an operation according to Technical Specification 1.32.b3. The purpose of this operation is to reconfigure the reactor core to provide a minimum amount of reactivity, allowing the reactor to be operated in a subcritical state while conducting training and maintenance activities.

This plan is in compliance with Technical Specification 6. I .3.2b. l which requires a Senior Reactor

'Operator to be present at .the reactor dur_ing all fuel or control rod relocations within the reactor core region. There is'not a stipulation .. in the Technical Specifications to have the RFD present or on call for this type of operation. Execution of this operation will facilitate the resumption of important training and maintenance activities while the current license amendment request is under review.
