Dear Ms. Cindy Montgomery,

The Armed Forces Radiobiology Research Institute (AFRRI) received your letter dated January 8, 2021 (ML20356A297) in response to the license amendment request for Facility Operating License No. R-84 for the AFRRI TRIGA Reactor Docket No. 50-170. In support of this license amendment request (LAR) it has been determined that an additional companion surveillance technical specification for the loss of high voltage scram is required. For clarity, all previously proposed changes to the technical specifications that were detailed in the submittal dated November 10, 2020 have been incorporated into this supplement.

This supplement contains one enclosure: the proposed changes to the technical specifications in support of the license amendment request for the digital instrumentation and control upgrade for the AFRRI TRIGA Reactor.

Justifications for the proposed changes are detailed in the supplemental submittal dated February 5, 2021. This submittal does not contain any proprietary information and can be made available to the public.

AFRRI continues to request an expeditious review of this application and will provide support required to aid in the review. As previously stated the upgraded I&C has been designed so that it is a functional equivalent to the old system. The supplemental information further delineates the upgraded I&C system to provide detailed technical information to document equivalent changes for the new systems.
