Dear Ms. Cindy Montgomery,

The Armed Forces Radiobiology Research Institute (AFRRI) received your letter dated January 8, 2021 (ML20356A297) in response to the license amendment request for Facility Operating License No. R-84 for the AFRRI TRIGA Reactor Docket No. 50-170. In support of this license amendment request (LAR) the Nuclear Regulatory Commission (NRC) determined that additional information for this LAR application must be provided to conduct the detailed technical review. Enclosed please find the requested supplemental information in support of this LAR application.

This supplemental information identifies, specifies, and describes all systems being requested for approval, including all of those that are new, those that feature different/combined functions, as well as those that are being replaced, having identical functions, and/or containing equivalent equipment. Supporting information and safety analysis is provided to demonstrate that the design satisfies applicable acceptance criteria and that the design does not impose any undue risk to the health and safety of the public.

This supplemental information contains proprietary information; therefore, there are three versions of the main document: (1) a non-public version that has not been redacted, (2) a non-public version where the redactions have been marked but not applied and (3) a public version that has been redacted. The fourth (4) and last enclosure is the affidavit for supporting the treatment of proprietary information.

AFRRI continues to request an expeditious review of this application and will provide support required to aid in the review. As previously stated the upgraded I&C has been designed so that it is a functional equivalent to the old system. The supplemental information further delineates the upgraded I&C system to provide detailed technical information to document equivalent changes for the new systems.
