Dear Cindy Montgomery,

This letter is in reference to the public meeting with the Nuclear Regulatory Commission (NRC) that was held on August 31, 2021 and also provides supplemental information to the exemption request that was submitted to the NRC on Sept 17, 2021 (ML21260A184) regarding operator licensing issues at the Armed Forces Radiobiology Research Institute (AFRRI).

First, during the public meeting, AFRRI proposed a plan to train and license up to four reactor operators. Listed below are the four candidates that will take credit for control manipulations performed at INL. The candidates will also take portions of the NRC administered operating exam at INL.

  • Timothy A. Ayers
  • Mathieu W. Brener
  • Andrew T. Cook
  • Addison R. Guynn Second, AFRRI also requests that the NRC does not impose an expiration date on the exemption request referenced above.
