Dear Ms. Cindy Montgomery,

The Armed Forces Radiobiology Research Institute (AFRRI) hereby submits a license amendment request for Facility Operating License No. R-84. The request is to allow for the upgrade of the digital instrumentation and control (l&C) system for the AFRRI TRIGA Reactor Docket No . 50-170, License R-84 along with related minor changes to the Technical Specifications.

The License Amendment Request includes three principal documents. First, is the comprehensive analysis (enclosure (1)) detailing the design criteria, design bases, system descriptions, safety analysis and quality assurance associated with the upgrade of the Reactor I&C System. Second, is the revised Chapter 7 of the Safety Analysis Report (enclosure (2)) incorporating the l&C changes. Thirdly, the proposed changes to the affected pages of the Technical Specifications, both a marked-up version (enc losure (3)) and a final draft version (enclosure (4)), have been provided. A fourth document, the Startup Plan, will be subm itted for review at a later date.

AFRRI requests an expeditious review of this application and will provide support required to aid in the review. The upgraded I&C has been designed so that it is a functional equivalent to the old system. The upgraded I&C system contains the same number of channels, same trip points, the same power level, the same rod movement methodologies, and similar control console indications.

Additionally, AFRRI scientific investigators have acquired time sensitive research grants and funding specific to the R-84 reactor which expire soon. The science this reactor supports directly impacts the strategy and mission of our Department of Defense and foreign country allies. Therefore, it is important to return to routine operations as soon as safe and prudent. AFRRI is optimistic for a final approval date of December 31 , 2021 .
