RESPONSE TO NON-COMPLIANCE ITEM REPORTED IN IE INSPECTION REPORT NO. 50-280/77-22 AND 50-281/77-22 NRC Comment 10 CFR Part 50, Appendix B, Criterion XII states, "Measures shall be established to assure that tools, gages, instruments, and other measuring and testing devices used in activities affecting quality are properly controlled, calibrated, and adjusted at specified per-iods to maintain accuracy within necessary limits". The Surry Quality Assurance Manual, Chapter 12, "Measuring and Test Equipment" specifies the QA program to implement 10 CFR 50, Appendix B, Criter-ion XII.

Contrary to the above, the licensee has failed to include the radio-logical laboratory equipment in the QA Manual Chapter 12 program for measuring and test equipment. Specifically, the licensee has failed to maintain selected procedures and equipment in accordance with Chapter 12 requirements. (Paragraph 4.d)

Response

The infraction is correct as stated.

Specifically, pursuant to section 2.201 of the NRC's "Rules of Practice", Part 2, Title 10, Code of Federal _Regulations, the following information is submitted:

e 1. Corrective steps taken and the results achieved:

The radiological laboratory (~ount room) equipment, which falls under the applicability of section 12 of the Quality Assurance Manual have had procedures written for inspection and calibration.

Results _achieved were to provide for the necessary calibrations and operations of* the equipment.

2. Corrective steps taken to avoid further _non-compliance:

The Count Room Equipment was evaluated to determine which items should be included in the Section 12 project of the Quality Assurance Manual. Both Multi-Channel Analyzers, the liquid scintillation Counter, and the proportional counter were entered in the program.

3. Date when full compliance will be achieved:

Full compliance will be achieved by November 1, 1977.
