RESPONSE TO NON COMPLIANCE ITEM REPORTED IN IE INSPECTION REPORT NO. 50-280/77-27 and 50-281/77-27 NRC Comment 10 CFR 50.54 (i-1) states in part".** the licensee shall not except as specifically authorized by the Commission, make a change in an a~proved operator requalification program by which the scope, time allotted for the program or frequency in conducting different parts retraining program is decreased....

Paragraph D of the approved.retraining program dated June 19, 1974, ~tates in part that each operator is rotated to one of the two relief shifts for a three (3) month period each year and while assigned to the relief shift, they will be made available for. the classroom phase of the retraining program.

Paragraph B of the approved retraining program specifies the classroom phase will be conducted annually and references Appendix A for a detailed scheduled of subject matter to be included.

Appendix A states "relicensing program a formal classroom course (3 weeks) to be covered for all licensed personnel on a periodic basis."

Contrary to the above, the classroom phase of the approved operator re-qualification program was changed in 1976 to approximately 10 training days instead of the required fifteen days.

Additionally, three licensed senior reactor operators failed to attend.from one to three of the scheduled train-ing sessions in 1976; thus, further reducing the retraining provided these individuals (These particular sessions have not been repeated for these in-dividuals in 1977).

Response

The infraction is correct as stated.

Specifically, pursuant to section 2.201* of the NRC 1s "Rules of Practice",

Part 2, Title 10, Code of Federal Regulations, the following information is submitted*:

Corrective steps taken and the results achieved:.

All licensed personnel who are required to attend the lecture series outlined in the requalification program will receive fifteen* (15) days of training this year.

A new requalification program was submitted to the NRG on October 14, 1977.

All personnel

  • not meeting the minimum requirements delineated in the approved have been re-instructed and future schedules placed in administrative control to ensure compliance.

Full compliance will be achieved by December 31, 1977.
