STATEMENT OF SUPPORT FOR THE COMMONWEALTH OF MASSACHUSETTS FOR THEIR COMMENTS ON THE DRAFT SUPPLEMENT TO THE FINAL ENVIRONMENTAL STATEMENT FOR PILGRIM STATION II ---

FROM THE INTERVENORS CLEETON Pursuant 10 CFR Part 51, the intervenors Cleeton submit this affidavit of agreement with the findings of the Commonwealth of Massachusetts, through the Department of the Attorney General, in regard to the Draft Supplement to the Final Environmental Statement, related to the proposed Pilgrim Nuclear Power Station, Unit 2.

This is not merely a pro-forma response to a position stated by the Commonwealth of Massachusetts, but a re-iteration of a position held by the Intervenors Cleeton in their original con-tentions and evident in the nature and character of their cross-examination on the issues of site suitability and environmental impacts.

2-It was and is our contention that the population densities were calculated in a rather peculiar fashion by dividing the' total surface area, including the water, into the population statistics to arive at a density calculation.

It was and is our contention that the FE,' did not take into account the high levels of transiency of visitors and those who pass by on a regaular or occasional basis on Route 3, coming within a few miles of the proposed site.

It was and is our contention that there is no adequate plan for the evacuation of hundreds of thousands of residents and visitors frcm the Cape Cod area, thus limiting our use of this world' renowned recreation area.

It was and is our contention that we are not at liberty to risk taking our families and friends to the national historical shrines and monuments at Plymouth, because the additional plant will be located within a few miles of these sites.

It was an is our contention that in the event of any necessary or preventive evar r;ation of masses of people from Plymouth and the Cape Cod area our lives, health and property will be at risk.

Since the Commonwealth of Massachusetts and the Department of Transportation of the United States Governnient have embarked upon a project to complete Interstate 450, linking it to the two main Cape Highways, 24.and 25; and since Franklin, Massachu-setts, our place of. residence,- is located on the 495 circum-frential route north from the Cape and Plymouth area; Franklin Massachusetts and the Intervenors Cleeton are in the pathway of a funnel of evacuees who would be directed away from the plant site in the event of an abnormal occurrence or accident of any class requiring evacuation.

This being the case, and expecting that Franklin, Milford and other similiar areas at a " safe distance from the plant could be designated as temporary shelter or even decontamination sites, we contend that we could indeed be materially and person-ally affected in the event of a mass evacuation from Plymouth and the Cape Cod area.

And, short of decontamination of every person and vehicle leaving Plymouth and the Cape area, which would defeat the idea of evacuation, there would be no way of determining the amounts of radio-activity carried away and the rates of shedding along the evacuation routes, thus placing the Intervenors Cleeton in undeterminable jepoardy.

A We fully recognize that these principles will apply to any location and we would urge citizens to assert their rights to object, but we do not speak for persons real nor imagined

'!ho might fall under the same risk as we are propounding for ourselves, because in the instant case we are speaking for ourselves. The particular configuration o,f the transportation routes and the social consequences of any major disaster from man made causes, places the Intervenors Cleeton at risk to their health, safety and security in person and property, with-out legal recourse other than the instant proceedings.
