APPLICAtlT'S ANSWER TO SAGINAW IITTERVENORS' INTERROGATORY No. 233 233 In connection with the requirements of the National Environmental Policy Act and Revised Appendix D to Part 50 of the co= mission's Regulations, state in detail the following:

a. Each standard and criteria that you have used or vill use in connection with the required risk-benefit and cost-benefit analyses.

Answer: a. Geological Survey Circular 645, "A Procedure for Evaluating Environmental Impact," was used as a reference in preparing the cost-benefit analysis for the Midland Plant. The major criteria of the analysis was to identify and list all costs and benefits.

This was done with the aid of the matrix, Plate I, which is pro-vided with Circular 645 circular 645 and the instructions on Plate I suggest that the magnitude and importance of each impact be evaluated quantitatively. This was attempted but the numbers were too subjective. Rather, a discussion was prepared for each major category of Proposed Actions which may cause environnental impact. A corresponding discussion of economic benefits and en-vironmental benefits was required to compare with the costs.
