6/3/81 Since the NRC change in policy regarding supplying documents to intervenors, and the subsequent dental of my requests to seek an exception to the PDR " checkout rule", I have attempted to obtain l

information from the PDR. I have found it not only costly an d inconvenient to function under these ciretrzstances, but impossible to spend the necessary tias?during library hours, to read all the documents there.from this proceeding.',

In addition to this, I have been unable to locate certain documents,until very recently, due to a new filing system and location which neither the IIbrary or NRC personnel I talked to were knowledgatle of.

Library personnel and myself had erroneously

in receiving them from the NRC. Upon learnig of a toll free PDR assistance number, I was informed of a new filing system in effect at Midland since the fall of 1980.

In checking the " Reportable Occurances" section of the new file, I discove. red that 1 as the only pt, ty to this OM-OL proceeding who has not been receiving thess documents from> Consumers over the past year. (See attached cover letter and service list,' as example.)

This has placed na at a severe disadvantage in obtaining informe. tion relevant. to this proceeding and in support of recent my contentions.

I now ask that Consumers send me these documents covering

..the period of my intervention, as soon as possible.

Although I feel overwhelmed at the prospect of reviewing these documents in such a short time, in view of the pressing burdens to which I am already ecomitted in preparation for the hearing, I will attempt f~

to do so. I hope that appropriate allowances will be made,'if necessary,in making use of information I may obtain now, as a l

result of.these circumstances.
