In the Matter of ) ru

) NRC Docket Nos. 50-348A Alabama Power Company ) 50-364A (Joseph M. Farley Nuclear )

Units 1 and 2) )

Answer of Municipal Electric Utility Association of Alabama to Motion of NRC Staff For Issuance of a Decision ca September 5, 1980, the NRC staff made its motion requesting l l

the Appeal Board to issue its decision in the above-entitled matter at its earliest convenience. The Municipal Electri,c Utility As,sociation of Alabama (MEUA) supports the motion of the NRC staff.

The matters at issue will, when resolved, have a material impact  ;

on future power supply relationships and plans of all of the parties.

Uncertainty engendered by these unresolved issues interferes with the orderly development of power supply planning and has n tendency to per-petuate existing relationships. MEUA believes that it is entitled to an order granting relief to it. To the extent such an order is delayed, the injury to MEUA members is perpetuated.

Respectfully submitted, h$vuidCA&ibkbN David C. Hjelmfelf Counsel for MEUA
