Dear Sir:

Enclosed ara the proposed Technical Specifications and Operator Re-qualification Program for the VPI & SU Nuclear Research. Reactor. These documents are submitted for your review as required for renewing the reactor license No. R-62.

1 In the proposed technical Specifications, paragraphs 2.1.C, 3.4.2.C and 5.8.2, certain specific parameters are reserved. These values are still under analysis and review and will be forthcoming. Also the analysis that will be included in the Safety Analysis Report to justify these para-meters is forthcoming.

Also enclosed is a table of contents for a document being prepared that will be forwarded to you sometime in August or September, 1980. This document will hopefully provice all the license renewal information that is required by the NRC.

A revised schedule for our power upgrade program from 100 KW to 500 KW is also enclosed. As of this date we have not altered or modified any exist-ing systems except for installing additional concrete shielding. We will naturally not alter any system without prior review and approval by the University Reactor Safety Committee and the Commission.

.. *f VI.3 xeactor Operator / Senior Reactor Operator Requalification A. Schedule

- The requalification program shall be conducted for a con-tinuous period not to exceed two years, and upon completion will be promptly followed by successive requalification programs.

B. ' Lectures A series of eight lectures covering the following areas shall be conducted over the_ license period:

1. Reactor theory and principles of operation
2. 2eactor systems
3. Radiation sr.fety 4 Routine experiments
5. Infrequent operations ,
6. Technical specifications
7. . Applicable portions of Title 10, CFR
8. Emergency / abnormal procedures (reviewed every three months at required reactor operator meeting.)

C. Reactor Operations

1. Each reactor operator and senior reactor operator shall complete a minimum of one complete reactor startup and )

shutdown every four months. '

D. Document Review

1. Each operator shall review the contents of all emer-gency and abnormal procedures every three months. l
2. All operators shall be cognizant of facility technical specifications, design and procedural changes in a timely manner.

E. Evaluation

1. Annual comprehensive written exam shall be administered during the first quarter of the year.

a.. An overall grade of 70% or greater shall be con-sidered passing.

b. An overall grade of less than 70% shall require ,

removal from licensed duties and placement on an accelerated requalification program until satis-factory performance has been certified by the Reactor Supervisor.

F. Absence from Authorized Activities An individual who has not been actively performing his certified functions for a period in excess of four months shall:

1. Perform a minimum of four complete reactor startups under observation of the Reactor Supervisor or a

-designated Senior Reactor Operator.

2. -Review all normal and emergency operating procedures and evaluation by the Reactor Supervisor or a desig-nated SRO.
3. . Satisfactorally complete a comprehensive written exam.

G. Exemptions

1. As the administrator of the requalification program, the Reactor Supervisor is exempt from the written examination.
2. The reactor supervisor may designate one senior reactor operator to prepare and grade the annual written comprehensive exam. This designated senior reactor operator shall be exempt from the written exam during that year.
3. Any operator completing the comprehensive written exam after August of the previous year is exempt from the first quarter annual exam of the present year.

H. Records The following records shall be maintained on each licensed operator for 2 years or permanent removal of the operator from licensed duties, whichever is the shorter period.

1. ' Written comprehensive _ exams administered, and the answers given by the licensee.
2. A log of startups and shutdowns performed and emergency procedure review status of each operator.
