Dear Mr. Carlson:
We are requesting that the enclosed changes to our Physical Security Plan (Rev. 1 & 2) be reviewed and approved. Neither revision 1 or revision 2 pose a degradation in our Security Plan.
Revision 1 details changes in the administrative organization as well as upgrade of security devices, most obvious the Neutron Activation Laboratory (Rm. 106) from breakwire to window foils. Revision 2 en-compassesa change in SNM identification and an adminstrative control decreasing the total amount of SNM allowed on site to less than 5.0 kilograms.
These changes in our .Sysical Security Plan have been reviewed by our Reactor Safety Sub-Committee and they determined, as have we, that there is no degrading of our Physical Security Plan with the implementation of these changes.
