SEABROOK STATION, UNIT NO. 1, DRAFT REQUEST FOR ADDITIONAL INFORMATION (TAC NO. MD8247)

The attached draft request for information (RAI) was transmitted on March 21, 2008, to Mr. Michael OKeefe of FPL Energy Seabrook, LLC (FPLE). This information was transmitted to facilitate an upcoming conference call in order to clarify the licensee=s amendment request for Seabrook Station, Unit No. 1 (Seabrook), dated March 7, 2008.

The proposed amendment would revise the Seabrook Technical Specifications Surveillance Requirements related to Nuclear Instrumentation.

The draft questions were sent to ensure that the questions were understandable, the regulatory basis for the questions was clear, and to determine if the information was previously docketed.

Additionally, review of the draft RAI would allow FPLE to determine and agree upon a schedule to respond to the RAI. This memorandum and the attachment do not convey or represent an NRC staff position regarding the licensees request.

DRAFT REQUEST FOR ADDITIONAL INFORMATION REGARDING PROPOSED LICENSE AMENDMENT NUCLEAR INSTRUMENTATION SURVEILLANCE REQUIREMENTS SEABROOK STATION, UNIT NO. 1 DOCKET NO. 50-443 By letter dated March 7, 2008, FPL Energy Seabrook, LLC (FPLE) submitted an amendment request for Seabrook Station, Unit No. 1 (Seabrook). The proposed amendment would revise the Seabrook Technical Specifications Surveillance Requirements related to Nuclear Instrumentation.

The Nuclear Regulatory Commission staff has reviewed the information provided in support of the proposed amendment and finds that the following information is required to complete its review:

1. The proposed Surveillance Requirement would require measurement of the initial plateau curves within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of reaching steady state operation at 100% of rated thermal power. Please identify what is considered steady state operation for Seabrook and where this definition is located and by what mechanism is it controlled. Additionally, how long after reaching appropriate conditions to perform the test is needed for collection of the plateau curves.
